A business architecture role exploring new ways in which a more data driven approach can be applied to a variety of business areas across Defra. The scope includes refining how the business operates, adjusting data capture / management, improved use of analytics and making optimal use of technological / IT innovations to drive change. It is delivered through a series of "Proofs of Concept" to trial new approaches using these to test and build the case for change as well as developing the implementation strategy.

Overall responsibility for design and delivery of the enterprise level data architecture across the Defra Group including establishing the necessary standards to support data integration and access. Also review of the skills and tools available across the organisation and directing the development of these, while optimising the fit with other external skills, to maximise the use of data across the Group.

Provide advice and support on how emerging digital technologies and methods can be integrated into existing business processes, within JNCC and elsewhere, to improve quality and efficiency. The advice is provided to the Board and senior management to direct JNCC’s future business, particularly identifying opportunities for repositioning JNCC to best support delivery of these.

The provision and application of evidence is central to JNCC, and the Data Services team is responsible for providing the technical infrastructure, support and advice across the organisation to facilitate this. The function includes business analysis, application development as well as data management and analysis. The team is responsible for evolving the technologies used within the organisation and improving internal processes and procedures. I manage this team setting the direction and targets, ensuring an appropriate balance of resources, managing/developing the staff within it and overseeing delivery.

I managed a range of technical projects through the full project life cycle (including requirements gathering, technical architecture and design, planning, overseeing delivery, user acceptance and establishing ongoing service / support arrangements). The role involved combining internal resources with those within partners and contractors.

Migrated a range of JNCC strategic datasets to modern platforms and created some of the earliest on-line applications for accessing these. This included the data collected during the Marine Nature Conservation Review, European designated sites and the first version of the National Biodiversity Network Species Dictionary.

The Global Biodiversity Information Facility (GBIF) is an international initiative funded by governments to provide open access to biodiversity data to support research and decision making. It operates as a network of “Nodes” which coordinate the activity within a country and collaborate through a central secretariat. The Participant Committee provides the forum to bring together the Node representatives to provide advice into the Governing Board and Secretariat.My involvement was focused on establishing a much more influential role of the Committee within GBIF Governing Board and Executive Committee and, more importantly, increasing international collaboration to lever the capacity across the network itself as a significant contribution to the initiative

Developed knowledge of Visual Basic and database design and applied these to begin to explore the viability of applying spatial prediction techniques developing by the geological sector to biological data.

Applied a range of multivariate and univariate analytical techniques to ascertain the changes in water bird populations on reservoirs in East Anglia, relate these to management practices within the water bodies and begin to propose potential ways these practices could be adjusted for a better environmental gain.
