Stephen Shapiro, a private investor, lawyer and real estate entrepreneur, today spends most of his time on national security and foreign policy issues, including as Senior Advisor to the Atlantic Council's Scowcroft Center for Strategy and Security and as a long-time BENS member. He has served as a Board Director at both the Atlantic Council and Business Executives for National Security and currently serves as Interim Board Chair at EcoHealth Alliance, a leading scientific non-profit working globally to promote global health through the One Health triad of planetary health, wildlife health and human health. His areas of interest include the proper organization of USG structures and processes to most effectively assert US power and influence abroad and to ensure domestic security at home; classic geopolitical strategic relationships, particularly when filtered through the lens of modern economic and technological developments; NATO and hybrid conflict.At the Atlantic Council, where he was a Board Director, he has worked on specialized matters such as the Combatant Command Task Force under General Jim Jones, and he has served on delegations to several NATO member states’ Ministries of Defense and Foreign Affairs - from Finland to Romania. At the Council’s Scowcroft Center he is engaged with its Trans-Atlantic Security Initiative and Forward Defense Program on issues surrounding NATO, European security and hybrid warfare. Most recently he was a working member of Scowcroft Center's Black Sea Security Strategy Task Force.At BENS, he has been a Director and is an active member since the early 1980s and has travelled through delicate areas of the world in support of four SACEURs, including North Africa, the Balkans and the Baltics. As Chair of its Task Force on Domestic Intelligence Reform he was principal author of its seminal 2015 study "Domestic Security: Confronting a Changing Threat to Ensure Public Safety and Civil Liberties," which had significant impact within the domestic national security community, specifically at FBI, DHS and ODNI, whose leaders he briefed and staffs he worked with.He has been in real estate through development, ownership and operation of hospitality, commercial and multi-family projects primarily in New York, Florida and western states.
