At Hassell Stephen was managing Principal and the National Planning Director.Stephen was responsible for the expansion of Hassell into South East Asia and worked and lived in Hong Kong.Stephen was also responsible for the development of new State Planning policy in a range of areas including retail analysis, Chairing the Minister's Centres review Committee in 1996/97.Whilst at Hassell Stephen was responsible for the many broad hectare and infill residential estates throughout Australia and South East Asia.
