About Stephen Rae

A Partner with HKA and CCA APAC Lead. Stephen is a Chartered Quantity Surveyor with over 40 years’ experience in the construction and engineering industries. He is seasoned and tested expert witness who is named in Who’s Who Legal (WWL) as a leading expert in the field of Construction Quantum and Delay. He has testified within several jurisdictions including Australia, Hong Kong, Philippines, Singapore and Taiwan before domestic and international arbitral tribunals such as ICC and SIAC, as well as in court proceedings. Stephen first testified as a quantum expert in 2000 and has since received in excess of 60 expert witness appointments on construction quantum and/or delay matters. Notably, in 2022 he gave oral quantum expert testimony in one of the largest construction and engineering litigations in Australia (Santos v Fluor). His services have been provided in connection with a diverse range of projects, including commercial developments, hospitals, roads, railways, airports, sports stadia, tunnels, oil and gas platforms, FPSOs, shipbuilding, submarines, LNG plants, onshore and subsea pipelines, mining facilities, power plants, desalination plants, water treatment plants, nuclear installations, defence installations, pharmaceutical plants, solar and marine civil projects. Stephen holds bachelor’s degrees in both Law and Quantity Surveying, is a Fellow of the Chartered Institute of Arbitrators, a Member of the Royal Institution of Chartered Surveyors (RICS), and an RICS Accredited Expert Witness. He actively contributes to the industry through lectures on construction claim preparation and assessment, delay analysis methodologies and methods of evaluating the impact of change on resource efficiency.
