•Responsible for supervisory oversight and management of over 90 technical personnel with skills in water and wastewater treatment, transportation, water resources, natural resources, GIS, structural, mechanical, and electrical engineering, landscape architecture, and planning. Member of operations team leading company budgeting, strategic planning, goal development, and revenue enhancement objectives.•Responsible for initializing and implementing the processes and procedures by which company operations are performed at this $52-million, multi-discipline engineering and architecture firm. Specifically addressed the methodology by which project deliverables are developed and managed in support of the company’s primary business lines and establishment of project management practices firm-wide. Developed and presented internal project management training programs and established baseline expectations for measuring project manager performance.•Led the firm’s merger and integration efforts after acquisition of an 80-person environmental firm that resided in 4 states with 10 offices. Efforts included due diligence identification and oversight, cultural integration, obstacle identification, and coordination of merger efforts related to human resources, marketing/branding, and operations.•Led the firm’s entry into the design-build marketplace. Developed business relationships with various contractors and coordinated design team interaction and work among the project team, including professionals, contractors, and owners, to successfully complete these fast-paced, complex projects. Led the firm’s participation on design-build projects valued in excess of $150M.•Developed a new service line for the firm, offering full service post-bid construction services for the firm’s Building Group.•Responsible for ensuring the timely delivery and production of high quality construction documents on design projects while coordinating multi-discipline teams as a senior PM.

- Responsible for administering construction contracts in excess of $108 million, with emphasis on historic renovation. Duties included all aspects of contract management from initial design and development, through contract award, modifications, negotiation and project closeout. Steve resolved critical design issues and negotiated change proposals under budgetary constraints for high visibility, fast-track construction schedules. His responsibilities included construction inspection, project scheduling and cost estimating, engineering design of solutions to unforeseen conditions encountered during construction, and all aspects of contract administration.- Managed construction on six major historical renovations, including the $70 million Bancroft Hall Wings 5 and 6, $18.5 million Sampson/Mahan Halls, and $4 million Buchanan House. Faced with significant design, engineering and funding challenges, Steve’s proactive management and extensive team building skills guided these projects to on-time completion, despite scope increases up to 34% and several hundred project/contract modifications.

- Responsible for overseeing architectural and engineering design preparation including plans, specifications, surveying, materials testing, and drafting. He supervised engineers, CAD operators, and testing lab specialists who were part of a rapidly deployable, highly technical, unit capable of designing theater of operations facilities for any environmental condition.- Increased unit workload while reducing local Public Works Engineering backlog 10 percent by implementing significant partnering efforts and process improvements, resulting in high quality design packages.- Standardized design packages and introduced an extensive QA/QC program to produce quality designs in a timely manner.

Responsible for workload assignments and tracking, project quality assurance, and construction operations for a 600-person Seabee Battalion. Led a 100-person Company through an intense seven month homeport retrofit and training program prior to deploying to Europe. Supervised a 65-person detachment responsible for managing construction, quality control, and material management on six projects valued in excess of $1.2 million and comprising over 5500 mandays. Completed 110 percent of unit tasking, receiving recognition from clients.

• Responsibilities included facilities management of three military bases, including utilities support, transportation resources, emergency service work, master planning, resource allocation, project development, and construction management. Managed over 100 personnel and a departmental budget in excess of $1.6 million while ensuring facilities under my purview were constantly ready to provide support to fleet units deployed worldwide.
