Responsible for the education, training and commissioning of 200+ Midshipmen, Officer Candidates and Marine Enlisted Commission Education Program students and the management of all aspects of three Departments of Naval Science with 20+ active duty officer, government civilian and university employee staffs. As a university Professor at Duke University, NC State University and University of North Carolina- Chapel Hill, personally instructed upper level courses in Leadership and Ethics, including the capstone course of NROTC curriculum, critical in development of the next generation of Naval Officers. Oversaw delivery of a 10 course curriculum at each university utilizing private budget and state budget regulations. Managed a $4M tuition, operations, supply, and travel budget.

Deputy Commander and Chief of Staff managing the overall operations, training, maintenance, and combat readiness of two submarine squadron staffs and their eight assigned nuclear-powered ballistic and guided missile submarines, and a regional maintenance facility. Responsible for Kings Bay area emergency planning. Integrate the planning efforts of over 9000 Kings Bay military and civilian personnel.

Responsible for all aspects of personnel, operational, and material readiness of two dual crewed OHIO Class Guided Missile and Special Forces capable submarines (SSGNs) and OHIO Class Ballistic Missile submarines (SSBNs) undergoing depot level maintenance at Norfolk Naval Shipyard. Provided oversight and direction for the training, manning and equipping of seven submarine crews for peacetime and wartime operations. Led a team of over 900 personnel and a budget of over $12M to deliver combat capability to overseas combatant commanders.

Deputy Commander for the readiness, maintenance, and training of ten nuclear powered missile submarine’s crews with over 1400 personnel. A primary mentor to ten submarine commanding officers. Directly responsible for operational certification of each crew to commence strategic nuclear deterrent patrol.

Maintained authority, responsibility, and full accountability for 175 crew members in all aspects of personnel administration, training, material readiness, financial management, and operational matters necessary to successfully execute the ship’s varied missions. Managed submarine, nuclear reactor systems and weapons system equipment valued over three billion dollars. Successfully led an outstanding crew through four deployments and an extended refit period.

DoD policy expert. Prepared Flag and General Officers for engagement with national level leaders on policy issues regarding the nation’s strategic nuclear forces. Prepared policy documents articulating concepts and translating requirements into national level policy briefed and approved by the Secretary of Defense.
