About Steve Malers

Although my education was in civil engineering (Colorado State University), I have worked as a software/systems engineer for most of my career. My primary interests are in helping organizations understand complicated multifaceted problems and implementing understandable, usable solutions. After focusing on technical details earlier in my career, I now am focusing more attention on understanding the broader connections between system components, including the legal, political, environmental, and social aspects of water resources. I founded the Open Water Foundation because there was a need to apply the collaborative approach of open source software development to meet the technology needs of the water resources domain.Most of my work has focused on building decision support systems for water resources problems, including key components of Colorado's Decision Support Systems (CDSS). Through these efforts, I have steadily evolved software into powerful tools that serve as a platform for water resources decision making. My goal is to continue to build tools that allow people and organizations to efficiently make planning and operational decisions related to water and natural resources. Water is an important resource and we need to treat it as a global shared resource, optimizing and safeguarding its use. At the OWF, I continue to work with a team to enhance systems to better integrate temporal and spatial data management, analysis, and visualization.Specialties: Decision support systems, real-time and historical data management, time series data analysis, engineering business process evaluation and optimization. I have the ability to understand software and water resources aspects of projects, as well as understanding high-level system issues and detailed technical issues. This allows me to formulate high-level solutions and break them down into parts that can be achieved through an agile and convergent development process.

As Chief Executive Officer and Chief Technology Officer at the Open Water Foundation (OWF), I spend much of my time immersed in software technologies for water resources, including developing software and integrated data management and analysis systems. However, because OWF is a small organization, I also am heavily involved in marketing, sales, operations, and other organizational activities. The OWF focuses on software product development, support, and integration, in order to support and amplify the efforts of other organizations, including government, consulting companies, universities, and other nonprofit organizations. I work with customers in water resources and talk the language of water and information technology.I continue to work on projects to enhance, support, and implement Colorado's Decision Support Systems (CDSS) and other software and am focused on leveraging previous work with new innovations to benefit a wider community of users. Additionally, I am working with the OWF team to implement a nonprofit social enterprise business model and culture that results in a sustainable business and also provides substantial benefits to the world.

I served as software systems group leader, project manager on software/systems development projects, team leader on technical tasks, and software developer. As a developer, my role varied from software programmer to architect of large data management, analysis, and modeling systems, primarily related to water resources.Major projects involved development of significant software components in Colorado's Decision Support Systems (CDSS, http://cdss.state.co.us), including software and system integration projects for the Colorado River Decision Support System (CRDSS), Rio Grande DSS (RGDSS), South Platte DSS (SPDSS), Instream Flow DSS (ISFDSS), FloodDSS, Basin Needs DSS (BNDSS), Statewide Water Supply Initiative (SWSI), and support of the Colorado River Water Availability Study (CRWAS). CDSS tools have been applied in other projects, including the State of Georgia's water availability study, modeling the Tennessee Valley Authority's system, and Nebraska's Integrated Network of Scientific Information and GeoHydrologic Tools (INSIGHT). While at Riverside I also led Phase I and II Small Business Innovation Research (SBIR) grant projects to develop a climate information management toolkit for producing drought data products.

I worked at Harza in the IT department, providing support for engineering services. I helped Harza move from a mainframe computer to a Stardent UNIX workstation for their 3D finite element modeling of large dams, and integrate various applications such as CAD with analysis programs. I also helped better integrate basic services to more efficiently used software on the network servers. Periodically I worked on engineering projects, given that I did actually have degrees in civil engineering! Chicago was great but, alas, I had to get back to Colorado.
