Along with 5 partners established Catalyst Natural Gas in the Georgia market with unique focus on underserved niche markets, and grew to 35,000 customers and $50 million annual revenues. Established the gas procurement department and negotiated capacity and supply contracts with counterparties. Also created operating policies and customer service procedures, integrated them into the call center environment, and supported them as the regulatory liasion for regulatory compliance with Georgia Public Service Commission customer service standards (SLA’s).

Established a strategic/capacity planning group to evaluate growth opportunities including merger & acquisitions, project development, and “best cost” capacity supply plans, revenue/margin analysis and regulatory compliance. Managed $900M asset portfolio for six east coast gas utilities. Lead negotiator in a major settlement with a southeast interstate pipeline supplier to purchase strategic assets which resulted in $30 million capital cost savings. Hired and led a team of analysts to implement standardized forecasts and modeling tools

Established a PMO and successfully led a business technology group to reduce work force by 10% and increased FSR work order productivity by over 35% by implementing a $20 million automated dispatch project to transform the entire call center and field service operations to a paperless order environment. Project was delivered on time and under budget by 11%.

Successfully implemented AGLC’s operational de-regulation model to support full retail unbundling in Georgia. Responsibilities included developing new business rules, regulatory tariffs, and testifying before the Georgia Public Service Commission to gain approval of the program. Led project teams to custom develop and implement $10 million electronic bulletin board (EBB) within aggressive 9 month deadline. Provided ongoing leadership to a 120-person gas operations group consisting of gas control, pressure control, LNG, and SCADA operations. Implemented state of the art SCADA system with digital communications backbone to support unbundling requirements. Negotiated FERC Order 636 interstate pipeline supplier settlements to resolve rate case, unbundling/operations issues, and take or pay gas supply contract costs

Establish a new gas supply department within AGLC and built gas supply procurement expertise. Reduced annual gas costs by $500m by negotiating long term supply contracts and purchasing monthly and daily gas supply from major producers and marketing companies. Extensive knowledge of interstate pipeline systems, including transmission and storage operations. Developed departmental forecast models including load duration curves to generate “best cost” economic dispatch plans for transportation and storage assets.

During my early days at AGLC, I learned the field distribution operations business from the ground up. I performed inspection work of gas main and service installations, managed contractors, and developed departmental O&M and capital project budgets. I also managed a 24" large diameter pipeline pressure improvement project to meet the rapid residential load growth north of Atlanta.
