Responsible for leading a team that is responsible for identifying critical RDT&E skills, infrastructure and tools gaps to aid in the forecasting of future NIWC Pacific Technical needs. Routinely represent the Chief Engineer in all matters programmatic, technical, operational, financial, and administrative. Responsible for direct management and oversight of the $6+M budget and 15 engineers and scientists, along with 12 contractors. Responsible for leading and implementing the organization’s Model Based Systems Engineering (MBSE) effort. Lead the Technical Capability Health Assessment (TCHA) effort in examining how to quantify our technical, business and infrastructure health activities. Work with ASNRDA to identify and track the RDTE skills gaps, maintain up-to-date engineering skills repository and enable forecasting of the future engineering skills training and recruiting needs. Provide engineering training and tools aimed at the gaps. Provide primary review and technical input including independent opinions on technical matters within and across various C4I systems and programs.

Direct report to the Technical Director providing technical leadership and accountable for all engineering and technical decision making throughout the organization. Responsible for standing up the CHENG office and developing a disciplined engineering structure across the organization. Led and supervised a team of government, military and contractors and was responsible for providing top level technical direction at SSC PAC for the development, acquisition, deployment and support of integrated C4ISR systems, business IT and related projects. Proficiently managed $6M Navy Working Capital Fund G&A budget. Maintained a continuous liaison across the local departments to ensure engineering continuity. As CHENG also responsible for working seam issues defined by National CHENG working across the Navy Warfare Centers, HQ and local engineering teams. Conduct periodic reviews of major High-Risk High-Visibility projects. Co-developed the NAVY requirements for Standing up the Navy Data Center and led the stand up the NIWC PAC Data Center. Established disciplined engineering processes and practices in accordance with the CMMI Model. Led the command to a successful CMMI Level III certification that verified SSC Pacific has the tools and repeatable processes to consistently implement project and systems engineering practices across the organization.

Promoted systems engineering discipline and ensured adherence to approved SPAWAR standards and policies. Served as the integrating mechanism for balanced solutions addressing capability needs, design considerations and constraints, as well as limitations imposed by technology, budget, and schedule. Established, oversaw, and improved systems engineering processes within the PEOs. Managed and ensured proper PEO participation in required engineering reviews with respect to engineering standards and policies generated by other commands. Participated in the forecasting the engineering talent needs of the PEO across the Future Years Defense Plan (FYDP) and promulgated to the appropriate competencies.

Direct Report to the SSC Pacific Executive Director, responsible for developing and leading a team of engineers and coordinating all organizational activities with respect to End to End (E2E) C4ISR system engineering, integration and testing. Responsible for building and managing an 18,000 sqft End to End engineering, testing and integration laboratory for PEOC4I systems. Served as a trusted agent for enterprise engineering matters. Worked closely with counterparts at PEO C4I, SSC LANT Charleston, SPAWAR Chief Engineers Office, industry and academia to plan, lead and direct systems engineering, and T&E activities across all technical departments. Led independent, unbiased technical reviews, periodic engineering workshops and performed technical assessments of current and future technologies for service-oriented architectures and open architectures. Supported development of technology roadmap and assessment / T&E / integration of technologies.

Responsible for developing and managing a team of technical experts in C4ISR suites by establishing a reputation of excellence in all matters of Force Level ships. Led technical assessments of current and future technologies for these ship classes, and evaluated product CDDs and CPDs to ensure requirements are incorporated. Responsible for awareness/insight and providing recommendations of new developments and ongoing/ existing projects across the PEO/SPAWAR enterprise suitable for Carrier Platform integration re-use, advancement or lessons-learned and interfacing/facilitating for that purpose. Ensured that technology solutions were in concert with the Carrier Program office and the PEO C4I&S Technology roadmap along with leveraging opportunities of headquarter programs back to Systems Center. Provided systems, business case, and feasibility analysis for the incorporation and testing of new platform capabilities.

Provided overall project direction and served as a single point of contact across the command for the Naval Command and Control System (NCCS) products that consisted of numerous C4I GOTS and COTS software and hardware systems. Provided project and technical oversight management of a $40 MIL annual budget, 9 RDT&E laboratories, and 150 professional government and contractor personnel that performed system engineering, design, SW development, integration, testing, training, software support activity functions, installation and operational support. Responsible for the baseline of GCCS-M ver 3.x, while concurrently responsible for the engineering, IV&V testing training and CM, of the follow-on release of GCCS-M ver 4.x. Led 6 of 6 successful Demonstration Tests (DT) afloat and ashore. Conducted successful TECHEVAL with follow-on successful OPEVAL. Responsible for leading the project team to a successful CMM Level III assessment.

Provided systems engineering support in the design, construction, testing and deployment of the Navy's first Fleet Mobil Operations Command Center (FMOCC). Assistant Technical Director to OPNAV N60J, for the Joint Warrior Interoperability Demonstration 1997 (JWID97), providing engineering guidance to the Joint/Coalition Director in determining new technologies. Business manager overseeing 5 programs totaling over 6 million dollars, and directing a team of 55 engineers. Designed and managed the SPAWAR Systems Integration Environment program and the SPAWAR Y2K War Room. Developed test plans and led the test program for all of SPAWAR's 228 Y2K Systems ahead of the Y2K event.
