Supervise personnel and functional activities of Education Incentives Branch. Develop, operate, and evaluate the Army's educational incentives and entitlements programs: Montgomery GI Bill (MGIB), Army College Fund (ACF),Veterans Educational Assistance Program (VEAP), Post 9/11 GI Bill, and Loan Repayment Program (LRP). Develop recommendations for changes to policy: programs, entitlements, revisions, and budget forecasts. Participate in determining need for policy formulation of programs managed and development of policy changes related to or affected by Public Law. Manage and monitor program applicability and provide coordination to ensure exchanges and corrections for valid data. Provide operational support between DA, DVA, DMDC and Field Operation Agencies. Perform total range of personnel management responsibilities.

Serves as Operations Officer and advisor to the Chief and Deputy Chief Army Continuing Education System (ACES). Acts on behalf of the Deputy Chief during his/her absence. Provides direction, assistance, and support for all operations and activities under the authority of the Chief. Assists the Deputy Chief and Chief of detailed planning related to projects that are varied and complex. Coordinates a wide variety of projects and tasking, from higher authority, through the Chief's subordinate Branches which are responsible to identify, develop and recommend near, mid, and long range plans, policies and procedures. Develops and implements process improvements and business rules. Exercises guidance to ensure programs and initiatives of the Chief are accurately meeting management expectations. Develops and recommends courses of action. Provides guidance and leadership in providing effective methods to complete Division tasks, support work, resolve problems, answer questions, correct deficiencies, evaluate support to management and assure that the Chief's objectives are being met. Serve as assistant to the Deputy Chief and Chief with actions associated with program analysis and briefings, division contract management, requests for information from Army DOD leadership, and routine recurring requirements such as EXSUM, SITREP and recurring meetings. Responsible for all ACED internal and external tasks, ensuring technically sound, accurate and timely completion. Serve as Program Manager for the Joint Services Transcript (JST) and Education Code program. Serves as the command advisor on matters related to programs related to voluntary continuing education, providing technically sound, timely and accurate guidance. Conduct liaison with internal and external stakeholders in order to determine resource requirements to execute programs.

Oversee staff interaction with post-secondary institutions, the U.S. Department of Education, Army education centers, and 420,000 users of tuition assistance. Serve as the quality control manager, identifying critical metrics for 11 tasks that are traceable to improving efforts while measuring the quality of performance and ensuring continuous improvement. Conduct daily operations to remain within budgetary compliance and improve operating margins. Manage the use of staff professional development funds. Complete employee performance appraisals, performance feedback and professional development plans. Analyzed client business processes and implemented process improvement actions saving the client 48 monthly man hours and increasing outputs by 60%. Developed policies and processes that ensure the accurate and timely distribution of $373M in tuition assistance

Programs and Services team lead responsible for supervising four team members providing postsecondary education support to 420,000 customers. Provide oversight to the Army Personnel Testing (APT) program and onboarding of educational institutions for payments of $373M in Army tuition assistance annually; oversee the updating and distribution of 2500 Joint Services Transcript (JST) for Soldiers and veterans annually. Serve as Sight Security Manager (SSM) for seven web based testing systems ensuring 117K web based exams are successfully administered annually. Developed and implemented two process improvements that saved the client 180 man hours annually and increased accuracy of testing inventory reconciliation reports from 50% to 95.6%. Acts as the deputy program manager in his absence.

Army Personnel Testing Distribution Manager and Test Coordinator for Army Continuing Education. Managed and provided secure testing access for over 500 Army test sites and over 3,000 test site personnel worldwide. Conducted in depth policy research and drafted over 600 official Exception to Policy (ETP) memorandums in order to facilitate all Army Language, Classification and Aviation exams. Provided SME input for the new Selection Instrument for Flight Training (SIFT) database and system access procedure for Army Personnel Testing which impacted over 50,000 flight applicants per year worldwide.

Senior training Developer/Operations Manager -Operations manager of the Maneuver Center of Excellence (MCOE) Training Development Division (TDD). Supervised 35 senior personnel and the operations of the division while providing Subject Matter Expertise (SME) input for the development of all Programs of Instruction (POI), Course Administrative Data (CAD) and Individual Training Plans for Soldier Career Management Fields (CMF for both the Active Duty and Reserve Components of the Armor and Infantry Force). Selected as the Subject Matter Expert for a source selection board which encompassed extensive research, technical writing and the evaluation of five multi-million dollar proposals over a two month periodSenior Military Instructor- Served as the senior advisor to the Professor of Military Science and Senior Military Science Instructor for over 150 Cadets and 25 Cadre/Staff members from 2 Universities. Managed adherence to; the Standard Operating Procedures (SOP), reports, and changes to the Program of Instruction (POI) within established deadlines. Monitored and developed initiatives in the area of cadet and cadre training, leadership development, administration, logistics and marketing and advised the Battalion Commander and cadets in leadership positions. Increased enrollment from 45 to 70 Cadets at Western New England College in one year. Senior Operations Manager - Senior operations manager of a Tactical Operations Center that monitored and coordinated tracking of combat operations for a 2,000 person combined joint task force. Developed and organized plans to provide security for Iraqi's to elect a provincial and permanent government, recruited personnel to establish the local Iraqi Police Department, and developed training strategies to improve overall effectiveness of the Iraqi Army Battalion. Selected over 25 other peers and superiors to fill the Senior Operations Manager position in a combat zone.
