As the CVN-70 Antiterrorism Officer/ Security Officer, led a staff of over 178 Sailors during manpower shortfalls, to still meet Force Protection requirements and mission readiness. My leadership resulted in CVN-70’s Antiterrorism Training Team receiving a 99% certification and a 96% patrol certification, the highest certification in the last 15 years for any aircraft carrier on the waterfront. Created and implemented over80 Standard Operating Procedures for internal and external activities; established AT requirements for consequence management operations, terrorism mitigation, explosive detection, and training standards, techniques, and protocols for MWD explosive detection. Provided oversight on all activities for emergency response; initiated and developed FP short-term planning needs, objectives, priorities, feasibility studies, and options for manpower and optimum resource utilization.

As the Naval Base Kitsap (NBK) Security Officer, led, managed, and mentored a departments of over 770 military and civilian personnel in law enforcement and physical security efforts. My leadership resulted in the first ever successful Chief of Naval Operations Mission Assurance Assessment for NBK, as well as the successful execution and certification during the Final Evaluation Problem, becoming the first large Naval installation in the CNIC enterprise to do so. Liaison for over 72 tenant commands, to include a strategic weapons facility, Puget Sound Naval Shipyard(major industrial base), and NUWC (major test and evaluation range). Primarily responsible for the safetyand security of National Strategic assets.Provided guidance and direction to subordinates on law enforcement, physical security policies and procedures, antiterrorism, drug-enforcement, customs inspections, crime prevention, military working dogs, traffic control, personnel access, and vehicle registration. Ensured the establishment of Operational Plans, special post orders, reporting criteria, emergency responses, special drills, police and guard training, and weapons familiarization and qualification. Developed and implemented policies, procedures, and training methods to identify and protect critical data, personnel, property for unauthorized disclosure and misuse, theft, assault, espionage, and sabotage. Responsible for standard staff products, including briefings, issue papers, decision memos, and other Higher Headquarters taskers.

As the Naval Base Great Lakes Security Officer, led, managed, and mentored a departments of over 210 military and civilian personnel in law enforcement and physical security efforts. Served as the Operations Chief for the Emergency Operations Center. Managed a team of 6 personnel incurrent/future operations using NRF and ICS as guiding principles.Oversaw mission post validations process and Integrated Vulnerability Assessments. Conducted trainingexercises utilizing Navy Security Operations Exercise Program (NSOXPs).Provided guidance and direction to subordinates on law enforcement, physical security policies and procedures, antiterrorism, drug-enforcement, customs inspections, crime prevention, military working dogs, traffic control, personnel access, and vehicle registration. Ensured the establishment of Operational Plans, special post orders, reporting criteria, emergency responses, special drills, police and guard training, and weapons familiarization and qualification.

DESRON 23 Force Protection/Antiterrorism Officer, led a staff over 40 security andAntiterrorism professionals while coordinating multi-warfare training, certification, and sustainment requirements for 12 operational units. Responsible for the development of a comprehensive Force Protection and Vessel Boarding Team training and certification program for 38 operational units. Planed, organized, and managed the overall law enforcement and physical security efforts for subordinate command. Reviewed programs for antiterrorism, drug enforcement, customs inspection, crime prevention and military working dogs.Served as coordinator and liaison between Fleet Forces, Commander, THIRD Fleet, and Naval Base San Diego for two successful Solid Curtain/ Citadel Shield events.

Program Manager for Code 23B (Investigations), developed a comprehensive Regional Investigator Coordinator Program to support NCIS Special Agents, Department of the Navy, and Department of Defense in the monitoring of the NEC 2002 Military Police Investigator program.Responsible for the administrative, legal, personnel, and manpower functions for 580 NCIS Sailors andMarines within 189 separate UICs. Attended and graduated from the NCIS Special Agent Basic Training Course at the Federal Law Enforcement Training Center, the first Naval Officer to ever attend and complete the course, graduating in the top 3% of the class.
