RCCAC Joint Venture for Communication and Navigation ProductsHighly successful in establishing the founding and buildup of the RCCAC Joint Venture (JV) in Chengdu, China – a JV with a business case in the hundreds of millions of dollars. Responsibilities included initial deployment, IT infrastructure, all hiring, integration of all applicable Rockwell Collins processes, training of the engineering and programs staff. The JV was created to support in-country development, manufacturing, and service center capabilities for 8-12 products to start with. Key team member in establishing JV Business Development programs.• Developed and communicated all Annual Operating Plans, staffing, training, and intellectual property (IP) transfer and protection plans to the JV Board of Directors.• Buildup of infrastructure, including the hiring of all people resources and training, resulting in the JV execution of Systems and Software development on the C919 Program within 6 months.• Provided management oversight for the resources, budget, and delivery of core technology services, including Intellectual Property responsibilities.• Provided identification and pursuit of innovation and strategic technical product and solutions that aligned with each industry vertical.• Developed and implemented repeatable and reusable technology frameworks.• Planned and developed next generation technical capabilities necessary to satisfy JV Board of Directors direction.• Developed the strategic direction for the technical and analytical tool set and applications used as a shared service by other teams.• Responsible for the IP infrastructure and all IP that flowed in and out of the JV.• The Program and Engineering teams, in parallel to being trained, also supported the C919 program with systems and software development.

• Lead Systems Engineer on several programs including ERJ170 EPGDS, 728JET EPGDS, F-22 MEPGS, MD-10 EPGS, F-16 DESSC; assisted with and/or performed tasks on several company programs including 737-600/700/800, Eurofighter (EFA), CRJ-700 EPGS and EEPGS, Airbus 320/330/340.• Responsible for the Systems Analysis documents, utilized by several airworthiness authorities throughout the world, for certifying the first highly integrated EPGDS aircraft system of its kind (ERJ170).• Extensive interfacing with airframer, Airworthiness Authorities, Designated Engineer Representatives (DERs), etc. for aircraft certification purposes.• Managed and performed complex aircraft Systems analyses for the Electrical Power Generation and Distribution System (EPGDS) on a newly innovative fly-by-wire aircraft.• Performed and presented complex aircraft Maintenance analyses aimed at reducing Certification Maintenance Requirements (CMRs) to an OEM and/or airline customer responsibility level.
