About Steve Utterwulghe

Steve Utterwulghe is the Director of Partnerships at UNDP, based in New York City. In that capacity, with a team of 30 personnel, he helps build financial and political support for UNDP. He is leading the overall resource mobilization strategy and strategic partnerships with Member States, MDBs and other IFIs, vertical funds, and philanthropic foundations. He is also in charge of UN System Affairs (intergovernmental work and Board relations). He leads the coordination of the Representation Offices (Brussels, Geneva, Tokyo, Washington D.C., Berlin, Nordic countries).Steve was UNDP's Resident Representative in Tunisia during the country’s democratic transition. He led an international team of 150 personnel working on governance, economic growth, climate adaptation, and SDG finance. Before joining UNDP, he was the Global Lead for Public-Private Dialogue at the World Bank/IFC. As a private sector and investment climate specialist, he advised approximately 30 governments and the private sector on multi-stakeholder engagement mechanisms to improve the business environment. He’s a Senior Fellow, Global Economy, at the Brussels-based Global Governance Institute. He worked at the United Nations in Geneva (International Trade Centre) and in Sudan for the UN Deputy Special Representative of the Secretary-General; at the European Commission in Brussels; and was Vice-President of International Development, Global Affairs and Partnerships at Search for Common Ground (Brussels & Washington D.C.), the world’s largest non-profit organization working in the field of fragility, crisis, and sustainable business, nominated for the 2018 Nobel Peace Prize. He was an Advisor to the Australian Government's Agency for International Development. Steve has lived and worked in war-torn countries such as Angola and Sudan, and traveled for work to many fragile and conflict-affected states, from Yemen to Myanmar and Afghanistan. His work has been published by the World Bank and UNDP, in academic journals (Oxford University Press), and policy magazines.Steve was a guest speaker at Columbia University, Tokyo University, Korea University, University of Kentucky, IHEC (Tunis), and Georgetown University. He holds a Master’s degree from the London School of Economics, and a dual post-graduate degree from Tilburg University (The Netherlands) and the Université Catholique de Louvain (Belgium). He also studied Sustainable Business Leadership at Cambridge University and Management at Harvard. Steve has lived in 9 countries. He speaks French, English, and Portuguese fluently.
