First Town Administrator for newly incorporated Town of Watkins, Colorado. As such, functioned in every aspect of the administration of the Town that was not performed by a part-time town clerk. Administered the functions of the Town’s Board of Trustees (mayor and five trustees); accounted for and prepared financial reporting, including budget preparation; manage intergovernmental agreements with two counties for provision of services, including law enforcement, public works, animal control, building services; manage contract with outside planner; prepare and administer RFP’s for services and other purchasing functions; etc.;• Facilitated the work with consulting firm to develop Town’s initial comprehensive plan using Form Based Zoning and other unique methods to allow for future growth, but maintain small town atmosphere;• Successfully negotiated three (3) intergovernmental agreements (IGA’s) with Adams and Arapahoe Counties for the provision of law enforcement and public works functions within the Town;• Negotiated mutually beneficial public/private partnerships related to funding of comprehensive plan and other projects.
