*COVID-19 Specific: In addition to regular duties/tasks (see below), I was the 'lead' for the HSPR RECs to facilitate & streamline situational awareness comms, resource requests, & policy concerns between REC team field personnel to HSPR Leadership, the COVID IMT, and the CRRU. I also served as the Medical/Healthcare Branch Director & Group Supervisor from Aug'21 through Mar'22 for the Delta and Omicron IMT responses, continuing as REC Lead until my retirement.*Manage the implementation of the ASPR 5-year Health Care Preparedness and Response Program for OR Region 2 (6 counties, 2 Federally recognized Tribes).*Provide leadership and technical assistance to the Healthcare Coalition Leadership & members comprised of the core four healthcare disciplines in emergency preparedness & response: Hospitals, EMS agencies, Local Public Health Authorities, & city/county emergency managers.*Develop, promote, & implement plans, practices, and policies in support of equity, inclusion, and diversity between local healthcare partners and communities throughout the Region.*Provide technical assistance, networking opportunities, training, exercising, local/regional project support, & policy expertise in support & development of long-range plans, goals, & objectives that build local & regional community preparedness & resiliency.*Provide policy analysis, plan review, operational oversight, and consultative advice that will promote efficiency & effectiveness in the incident command structure (NIMS/HICS) for organizations.*(On-site & Virtual) Provide subject matter expertise, technical assistance, and support to integrate response with local and State agencies, to support to local partners/communities during incidents.*Participate in Incident Management Teams as needed during crisis response. May be at the State or Local level.*Administration of Regional grant funding processes, budgeting, and reporting.*More information available upon request.

Oversight of Civil Service function for regional fire district, including review of job descriptions, requirements, essential skills, and class of service. Hearing appeals as provided for by Civil Service Rules, Collective Bargaining Agreements, and local ordinance. Monitor equity of complex assessment centers used to determine and promote eligible fire service candidates. Participated as a member of mock Civil Service Commission for a non-civil service assessment center for a senior human resources position. Collaborated with members of Commission, District Human Resources staff, and Local 1660 representative to overhaul outdated and ambiguous Civil Service rules. Required extensive research, policy review, consideration of intent, and coordination with legal, management, and union representatives. Reviewed, analyzed, edited, and approved, submitted written amendments to CS Rules.
