• Management of an annual budget exceeding one million dollars ($1MM) including audited revenues from permit sales, parking meters, and citations. • Management of nine off-street parking lots, on-street time-restricted parking in six commercial districts of the City, and three hundred-public parking garage spaces. • Management of eight employees in the performance of their on-site administrative duties, and in-field enforcement duties. • Coordination of all parking needs for the City of Sarasota's Downtown employees and law enforcement employees (+/- 500 vehicles requiring daytime and/or evening storage).• Coordination of all technical needs and associated plans to complete a (physical) relocation of the Parking Division, and two (organizational) inter-Departmental reassignments.• Coordination of the technical, legal, and financial activities needed to implement all new enforcement and collections software and equipment. • Completion of all needed updates to the City's Code of Ordinances re: parking regulations, fees, fines, and operations. • Reduction of administrative demands by implementing first standardized, audit-ready process for citation appeals, and instituted an enforcement process for photographing violations - resulting in significant decrease in court adjudications. • Contribution to the creation of a 400-space public parking garage including: authoring an agreement to release the future garage building site from long-standing easements; developing a solution to address zoning regulations which would affect future ingress and egress; preparing operating and financial analyses, preliminary site plans, digital/3-D designs, architectural analyses, preliminary operating and management plans and budgets, and a technical scope of services for parking design work and garage equipment needs, and; co-authoring Commission proposals, and community presentation.

Coordinated all Building and Utility Construction Activities in the Downtown:• Held weekly meetings with building contractors and utility project managers for ongoing project coordination and conflict resolution.• Established a project database and interactive web map to inform staff and public of Downtown development and construction activities.• Established an interactive right-of-way map to inform staff and public of road closures, detours, and special event closures.• Created a digital database of all Downtown business contacts to streamline information delivery re: construction projects and right-of-way changes.• Directly reduced the impact of construction activities on neighboring businesses and residents by implementing new plan requirements and permitting procedures for Construction Staging.Developed Solutions to Address Downtown Parking Issues:• Implemented a no-cost permit program for employees by utilizing vacant Downtown land.• Prepared a series of public presentations leading to endorsements for user-funded parking programs - from the Chamber of Commerce, Downtown merchants groups, and Downtown resident associations. • Overhauled the Valet Parking regulations in Downtown to address habitual unpermitted activities by valet operators (New ordinance, permitting procedures, and fee schedule).• Created additional on-street parking spaces near commercial districts through strategic use of underutilized right-of-way.• Solicited private land-owners in Downtown to offer their private parking resources for public use.• Addressed chronic misuse of customer parking spaces by Downtown construction crews by establishing agreements with building site foremen that resulted in citations for infractions.
