Senior Manager & Traffic Efficiency Coordinator

I lead on the thematic area of intelligent transport systems (ITS) and traffic management within the city and regional transport authorities network, Polis. This is a broad area covering technology and technical aspects (ITS, data, integrated systems and services, connected mobility, vehicle automation) as well as strategy, in particular new traffic management approaches such as 'multimodal' network management. Given the growth in EU policy in this area, I spend much time monitoring, analysing and coordinating the response of Polis members (city and regional transport authorities) to EU policy developments and to emerging technologies and concepts affecting urban and regional transport/mobility. I’ve authored several papers setting out the views and questions that city and regional authorities have on vehicle automation, open data and MaaS. I have been involved in some 15 European research and innovation or interregional cooperation projects on diverse themes including connected mobility, vehicle automation, interoperability, mobility disruption, urban vehicle access regulations and transport accessibility. The main task involves user requirements definition.But the best part of my job is making it possible for Polis members to share experiences through the Working Group that I coordinate and the annual Polis conference. Membership Services Coordinator

I originally joined Polis as the coordinator of membership services, overseeing relations with members, developing new services and generally promoting discussion and exchanges of experience. As the Polis network grew in size (members and staff wise), the members relations task become shared. I took on a new function of coordinating the thematic area of ITS and traffic management (described above), which was the at the heart of Polis' foundation.

Co-Leader Cluster 6, Ccam Research Partnership

The CCAM research partnership was set up in 2021 to promote and facilitate pre-competitive research on Connected, Cooperative and Automated Mobility (CCAM) within the European Research Area, by bringing together the different actors of the CCAM value chain. A central task of the partnership is to build a strategic research and innovation agenda. I am the co-leader of cluster 6 dealing with societal aspects and user needs.

Co-Author Of A Study On Mobility Data Acquisition By Local Authorities

I co-authored a study of the existing and emerging models for data acquisition by local authorities to support their transport management tasks (travel analysis, traffic management, traveller information services, etc). More than 30 experts, including around a dozen local authority representatives, were interviewed to build a picture of this dynamic environment. Seven different acquisition models were identified covering B2G, C2G and G2G. The lead author for this study was Pieter Morlion.

Lead Author Of A Study On Its Procurement For Urban Mobility

I was invited to lead the preparation of a technical note about urban ITS procurement practices and to put forward a set of ITS procurement principles. The technical note is intended to strengthen the capacity of the EIB and the local authorities themselves to procure ITS in a more efficient and effective manner, avoiding the typical problems that beset traffic system and ITS procurements, such as vendor lock-in, lack of modularity, implementation delays, data re-use limitations and technical difficulties.A detailed study of 7 systems procured by cities across Europe in the past 10 years was undertaken, covering parking systems, traffic signals, systems to manage low emissions zones and real-time passenger information services. The procurement principles cover the most important phases in the ITS procurement planning, specification and implementation phases. The co-author was Pieter Morlion.

I am a member of project team 1712, which is building an inventory/catalogue of ITS standards. My main role is to bring in the local authority perspective on ITS standards. I led the compilation of one section of this ITS standards inventory/catalogue, titled 'Local authorities', which explains what are the ITS priorities of local authorities and which standards underpin these priority systems and services. The inventory/catalogue will be available online and should be published in 2021.
