Develop and implement policies and procedures for all aspects of the finance and accounting department for both the parent company and subsidiaries to ensure compliance with Federal Acquisition Regulations (FAR), Department of Labor regulations, Generally Accepted Accounting Principles (GAAP) and Federal Tax Regulations; Implement and maintain an accounting system that complies with the FAR for government contract execution. Consult with Program Control Analysts and Program Managers on solutions for operating within contract budget guidelines while complying with contract requirements for program execution throughout the performance of the contract. Review project funding documentation to determine the color of money for contract execution and fund de-obligation. Review cost proposals for all contract types to include Fixed Price, Time & Materials and Cost Plus Fixed Fee. Review Defense Contract Audit Agency (DCAA) Incurred Cost Submissions and other reports requested by DCAA for audit purposes; Interface with DCAA and independent audit firms on audit activities; Develop annual operating budgets for business units and subsidiaries. Develop a five year rate plan for budgeting and provisional billing rates for all indirect cost pools for submission to DCAA; Prepare annual cash flow projections and determine options for cash shortage solutions; Prepare quarterly reviews of projected revenues and annual growth charts for all business units and Board of Directors reporting; Validate trial balance for tax return preparation and financial statement audits by external accountants; Evaluate performance by employees in the finance and accounting departments for probationary and annual reviews including salary adjustments; Develop metrics and annual performance goals for all functions within the accounting department. Monitor all reporting and insure compliance to plan documents for retirement plans as the plan administrator.

Prepare Defense Contract Audit Agency (DCAA) Incurred Cost Submissions and other reports requested by DCAA for audit purposes; Interface with DCAA on audit activities for clarification of data and policies; Prepare annual operating budgets and provisional billing rates for all indirect cost pools for submission to DCAA; Update operating budget quarterly with actual data and revise indirect cost spending plans through year end for review with management; Review indirect cost pools for proposal preparation and revise provisional billing rates as needed; Develop and implement accounting systems for government contractors to comply with FAR regulations; Financial planning for businesses and individuals; Interaction and reporting to SBA and other government agencies; Develop documentation for obtaining GSA schedules for government contractors; Evaluate client policies and procedures for compliance with all relevant agencies; Prepare cost proposals for government contractors for submission to various agencies; Perform compilations and agreed upon procedures of financial information; Prepare financial statements for submission to the State Board for Licensing of General Contractors. Prepare corporate and individual federal and state income tax returns and consult with taxpayers on tax matters;
