I strengthened capacity for program development, evaluation, and research among Cooperative Extension and more than 100 land-grant university partners through strategic planning and needs assessments. -Designed and oversaw the creation of a federal research agenda for positive youth development through a consensus building process engaging 16 federal agencies that was disseminated throughout the nation to relevant practitioner and research communities.-Co-led the development of a national common outcomes measures system facilitating collective impact nationally. -Developed and facilitated 4-H Healthy Living initiatives including interagency collaborative partnerships and the identification of replicable and scalable program models. -Devised a multi-tiered national evaluation of 4-H STEM programs in collaboration with academic, philanthropic, and nonprofit partners resulting in more accurate monitoring, implementation of quality programming, and replicable and scaleable programs. -Created and orchestrated annual evaluations of the National 4-H Conference, the pinnacle civic engagement experience for over 300 high school-aged youth from around the United States.

I directed and mentored the 4-H youth development division. I collaborated with external stakeholders to identify mission-relevant opportunities and issues requiring federal attention and support. I also created, implemented, and evaluated programs to support 6 million children and youth in the 4-H youth development organization. -Headed a 9 member 4-H youth development team through a significant period of transition, including the creation of a new federal agency as required by the 2008 Farm Bill. -Overhauled a $7 million, Children, Youth, and Families at Risk grant program to establish new, equitable grant guidelines to include 20 historically Black land-grant universities. Transformed the diversity, inclusivity and equity of funding among diverse institutions.

Program models were used in a successful multi-million-dollar U.S. Department of Justice-funded mentoring initiative implemented throughout the nation.
