Development Manager on Cairn Homes Clonburris landbank. Clonburris is a Strategic Development Zone (SDZ) located in west Dublin where Cairn is c. 60% landowner, along with South Dublin Co. Co. and 2 other landowners. The scheme is predominantly residential but also comprises elements of supporting retail and commercial uses. The SDZ, which can accommodate c. 9,000 new homes, has been awarded URDF grant funding to construct abnormal infrastructure in advance of housing delivery. All landowners must work collaboratively to deliver infrastructure that enables development on the lands. I lead Cairns interests on the project, across all elements of stakeholder management, infrastructure delivery as well as managing the strategic development of Cairn’s lands. Key Responsibilities• Managing relationships and negotiations on landowner agreements and SDCC development agreement • Agreeing Project Execution Plan that addresses Public Spending Code, Public Procurement, Project Governance. Preparation of Prelim Business Case (PBC) and Final Business Case to secure URDF funding. • Scheduling phased delivery of infrastructure that aligns with Cairn housing delivery targets• Guiding Cairn strategy on sustainability targets, housing delivery and informing Capex / WIP exposure• Coordinating internal planning and pre-construction activities to facilitate the construction / delivery team• Reviewing initial product mix and feasibility studies to advise strategy across the lands• Analysing development appraisals including VE exercise / KPI reviews to inform profitability• Ownership of mapping, boundary and technical risks that may impede project delivery
