Tabatha Freedman is currently Senior Procurement Analyst with the County of Volusia’s Purchasing and Contracts Division. She was previously an Assistant Manager, Purchasing - IT with the Greater Orlando Aviation Authority and a Senior Procurement Analyst with the County of Volusia’s Purchasing and Contracts Division. She specializes in advanced contract negotiations and complex solicitations, inclusive of the procurement of technology, telecommunications, and communications turnkey solutions, goods, and services. Additional procurement responsibilities included property, tower, and airport leases, commodity purchases, HR and insurance programs, and construction projects.At the County of Volusia, Tabatha facilitated, negotiated, and managed contracts for solutions including, but not limited to, computer-assisted mass appraisal (CAMA) system, electronic agenda and document management solution, enterprise-wide time, attendance, scheduling, and leave system, VoIP telephone system, E911 system, web hosting solution, wired and wireless telecommunications solutions, communication towers and microcomputer replacement program. Her final technology project was the combined jail management system, inmate and public telephone system, and video visitation system. At the Greater Orlando Aviation Authority, Tabatha's team managed over 160 Computer Hardware and Software Maintenance, Support, Maintenance and Support Renewals and License Renewals, as well as Software as a Service (SaaS) License Renewals, and other Internet Based Subscription Service Renewals (Technology Renewals). She created standard procedures for other entity contract and non- other entity contracts information technology purchases to work within the framework of the policy and operational procedure manual.The County of Volusia’s Enterprise Resource Planning (ERP) software procurement module implementation and training were administered by Tabatha. Contributions led to County Achievement of Excellence in Procurement Service Excellence Awards in 2012, 2014 to 2020, and 2022.Tabatha received her MBA from Florida Atlantic University and BBA from the University of Miami, inclusive of a year study abroad program at the University of Glasgow in Scotland. Tabatha actively volunteers with the National Institute of Public Procurement and their local Central Florida Chapter. She serves as an officer, since 2014, and is a chair and member of multiple committees.
