Information Technology Department

Principal technology advisor for county departments dedicated to public safety offering advanced application customer support to end users county-wide for key systems.Key Results:• Managed departmental merger project coordinating with subject matter experts to achieve the combination of excellence from divisions within IT to ensure infrastructure requirements were met, consolidation and reallocation of electronic data equipment assets and ensured revisions within active directory and file permissions as related to necessary access.• Performed cost analysis comparison between wireless companies based on revised government rates making recommendation based on study of previous six month utilization and accessibility for police personnel. County’s Sheriff’s Office realized an immediate $500+ per month savings.• Design, deployed and trained key personnel on an automated leave accrual and tracking system for the Sheriff’s Office to include compensatory time with the balance reporting capability and audits by payroll officer. Amount of time required to reconcile was decreased by 80% coupled with an increase in data accuracy.• Research Sheriff’s Office alternatives for BI (business intelligence) tools and technology to interface with the county’s legacy IBM records management system.

Systems Administration Division

Provided direction for agency and coordinated with county departments to improve use of technology. Key adviser to county’s Information Technology Department on agency initiatives. Responsible for LAN and mobile network in excess of 250 users. Implement and audit records management, police, intelligence, analysis, internal affairs and investigative police systems for data accuracy and accessibility across disparate platforms. Major Achievements• 2010 Digital Counties Award received in part for the technology projects and initiatives implemented by the Sheriff’s Office Systems Administration Division during my tenure. The success of the police systems was gauged by the improvement of department processes, their efficiency, immediate field access to timely information and most importantly, the increase in officer/citizen safety.• Creative lead and managed project for department's website redesign project to include securing website name, www.hanoversheriff.com, Twitter, Facebook and YouTube accounts.• Acquired $25K for agency from the Edward Byrne/Justice Assistance Grant to fund the purchase of a SQL database bridge linking intelligence software to crime analytical software. • Manage and audit data translations enabling county’s participation in a nationwide information sharing law enforcement records warehouse funded by the Naval Intelligence Agency.• Deployment of mobile rugged laptops creating first capability for officers in the field to run criminal/wanted checks and driver inquiries from their police cruiser. • lobby State Corporation Commission to institute tariff for unregulated fees to obtain emergency 911 subscriber data resulting in substantial savings to Hanover County and public safety entities as a whole

Supervised and mentored customer support representatives, hardware installation and technical staff covering four Mid-Atlantic states/300+ accounts. Managed implementation process from marketing to system sign-off through consulting, customer needs analysis, system design, software/hardware installation and end user training. Product offerings included time and attendance, leave accrual and payroll integrated systems. Kronos, Inc. acquired Simplex’s time division in 2001.Major Achievements:• Created successful implementation and training program for the company which was adopted as the corporate standard policy for rollout procedures across the country. Richmond, Va

Managed staff responsible for the accurate tracking of billion dollar inventory for Philip Morris USA. Conducted employee training seminars on custom regulations for imported cargo and wrote new policies and improved procedures where required. Provided PC support to all company personnel and developed PC aptitude testing as part of standard hiring process to ensure technology literacy of new hires.Major Achievements:• Achieved 100% accuracy for inventory audits conducted by Philip Morris, USA during tenure.• Managed project and designed custom program used to track inland carriers for imported tobaccos.

Richmond, Va

Verified data communication invoices for company’s wide area network [WAN] encompassing over 3,000 locations across the United States totaling $400K monthly expenditure. Ensured invoiced amounts coincided with state and federal tariff regulations. BISYS, Inc. was an operations and training center for banks/savings and loan branches where centralized management was the best business practice. Performed nationwide cost analysis study for entire network which yielded a $65K refund to the company.Saved BISYS, Inc. an average of $22K/month due to inaccurate billing by telephone companies based on state/federal tariff regulations for data communication circuits.Implemented disaster recovery program for the company’s five data centers, diagrammed schematics and priced network segments for optimum network topology and connection redundancy.

Richmond, Va

Provided administrative support to the Director and three specialists in the Planning and Resource Procurement Division. Instrumental in the implementation of DRS’ first electronic digital records management system installed in 1987. Created agency computer graphic designs for presentations and nationally distributed newsletter. Authored curriculum and taught agency personnel on how to use the first personal computers implemented within the department.
