Treasurer/Income Tax Administrator• Manage 15 employees in the Treasury department. • Responsible for investing millions of dollars for the City of Lansing.• Serve on all of the retirement boards.• Responsible for the Brownfields and TIFA’s; making payments to the developers and keeping track of all of the accounting.• Responsible for the 425 agreements that the City of Lansing has with various entities. • Prepare the annual budget for the Treasury department, request carry-forwards and maintain the integrity of the budget.• Prepare journal entries.• Responsible for RFP’s on credit card processing, mail services and credit agency; from writing the RFP to interviewing the prospective clients and choosing the one that fits all of our needs.• Work annually with external auditors to provide documentation needed for the audit.Deputy Treasurer – Treasury • Responsible for collection of over $65M in Property Tax and Income Tax.• Assist in establishing policy and procedures for the Treasury Division. • Responsible for overall work direction and expectations for the staff. • Managerial responsibilities for staff includes: mentoring, work assignments, employee reviews, discipline, hiring, and termination. • Extensive interaction with various constituencies, including Elected Officials, Department Heads, City employees, vendors and citizens. • Supervise the treasury and income tax staff. • Manage the tax roll for three counties. • Responsible for property tax distribution, preparation and balancing settlement worksheets for three Counties. • Reconciles payments and distributions for tax incentive programs such as TIFA, Brownfield, NEZ, IFT, OPRA and Land Banks. • Reconciliation of property tax activity to the general ledger. Accounting – Finance • Responsible for accounts payable.• Audit payables and run checks. • Bank reconciliation for City bank accounts.
