Supervisor/Course Manager• Was responsible for managing all domesticl training courses conducted for TSA Multi Modal Regulatory Inspectors. Established all training timetables, classroom scheduling, selection of instructors, student nominations, and course related administrative duties. • Performed regulatory inspections for both airports, air carriers and cargo entities. ICAO - Technical Officer Montreal, Canada 2004-2007• Manage all ICAO sponsored AVSEC training. • Liaison with ICAO Regional Offices, State delegations and other agencies/organizations regarding training and assistance projects. • Developed and presented AVSEC training during multi-State training events for Passenger/Baggage Reconciliation and Cargo Security.• Developed, in whole or part, the National Inspectors and National AVSEC Training Programme Courses, as well as the National Civil Aviation Security Program, Airport Security Program, National Quality Control and Screener Certification Workshops. • Constructed SME tests including those currently in place for the ICAO Instructors Certification and National Inspector Courses.• ECAC auditor. Conducted ICAO follow-up assessments. • Assessed, reviewed, provided guidance and assistance regarding AVSEC programmes and certification requirements for numerous States.

• Assigned to Navy Air Field Atsugi, Japan, Attachment B, N&MCRC, Oklahoma City as acting Commanding Officer for a 30 plus military law enforcement unit with a 98% rate of retention and advanced rate and a 90% or greater rate of readiness. Honorably discharged.• Member of Awards Board and Reserve Center Training Team.• Separated from active duty/affiliated with the US Navy Reserves in 1991. Re-activated September 2001, stationed at Naples, Italy. Supervised 32 military/civilian law enforcement officers in a top secret facility. Hand selected member of the Port Integrated Vulnerability Assessment team. Performed classified DoD port and airport security assessments. • Voluntarily enlisted in the US Navy in 1978. Supervised eight Course Managers/Instructors.• Lead FAA Civil Aviation Security Inspector/Agent in Denver, Colorado from 1998-2000, FAA Team Leader for assessments at international airports, Civil Aviation International Security Field Office in Brussels, Belgium 1996-1998, Lead Agent Seattle Tacoma International Airport from 1991-1996, conducted inspections, tests, and surveys of airports, and air carriers for security, as well as cargo and hazardous materials inspections from 1991-2000. Federal Air Marshall Anti-terrorist Team Member.• Worked closely with high ranking foreign and US officials during assessments and dignitary visits plus prepared final reports for host officials, US Embassies, and government officials.
