As Chief Engineer for the MSFC Information Technology Services Contract, mentored multi-contractor teams from competency-based resource pools to reverse engineer legacy apps using tailored Lean/Agile UML requirements, design, and testing methods sufficiently to then guide forward engineering for Application Portfolio Management of 250+ COTS and Custom Applications. Engineering processes were developed to be Architecture-Centric, Capabilities-Based, Results-oriented, and Risk-Driven, using Lean UML model driven requirements, design, and agile build/testing methods, including tailored processes for SRR/PDR/CDR/TRR/ORR with emphasis on lifecycle affordability, security, data integrity, usability, ability to deploy (“Design-for-Manufacture”) and ability to support (“Design-for-Maintenance”).

As Chief Engineer for the Division, mentored a geographically distributed multi-contractor team thru tailored, Architecture-Centric, Capabilities-Based, Risk-Driven, Lean/Agile UML model driven development of a DoD Acquisition Management System. Additionally mentored multi-contractor, geographically distributed junior engineers at the National Defense University (NDU) into more mature System Engineering practices to evolve Enterprise Network Operations, as well as execute UML-based Agile Engineering for enterprise-wide Design and Application Development, while also contributing to new business proposals. This included successful mentoring of a multi-contractor team of 6 geographically distributed junior Engineers thru UML model-driven, Architecture-centric Agile development of a Student Information System (SiS) for the National Defense University (NDU) by reverse engineering 78000 SLOC of C#/.NET, VB, Stored Procedures, 400+ Tables, and Windows Scripts and creating sufficient design artifacts that were then used to successfully forward engineer and add new functionality.

8 years, including the Concept Development phase, as the Chief Architect for a Virtual team (geographically distributed) of 40+ professionals for the Embedded Training System of the next generation Army weapons program (Future Combat System - FCS). During System Development phase, led Embedded Training topics in virtual collaborative engineering sessions with 100+ professionals spanning multiple contractors distributed across multiple time zones to help produce System-of-Systems architecture description that is compliant with the DoD Architecture Framework (DoDAF), including perspectives for Operational Views, System Views, Technical Views, and All Views and contributed to integration of Live-Virtual-Constructive Embedded Training simulations with operational modules of the weapons system, including a proposal for a 2-phase software lifecycle to leverage Product Line reuse that emphasized “Design-for-Manufacture” and “Design-for-Maintenance”. Supervised the work of Senior Architects to successfully complete Concept Development phase of lifecycle, including annual performance appraisals. Provided in-house tutorial to system/software engineers on the DoD Architecture Framework. Performed at the staff level as a technical contributor for various proposals, and nurtured the continued evolution of Product Line Architecture concepts within the Modeling & Simulation Domain. Business Development activities included not only delivery of internal and external marketing materials, but also fostering and supporting Product Line concepts across the Programs and customers served by the engineering organization. Was the Lead author for the Enterprise Architecture portion of a winning proposal responding to a $250 Million USCENTCOM RFP, and successfully recruited for 2 Key Positions on the contract. Was also the Lead author for the CONOPS of a new Integrated Digital Environment that was successfully deployed to provide Program Management and Contract Management capabilities.

Responsible for the Technical Architecture/Platform Services group on a DoD enterprise-wide human resources system based on PeopleSoft. My 10 engineer team was a key contributor to a services-based architecture description compliant with the DoDAF/C4ISR standard and built by blending the Open Group TOGAF services model, the J2EE component model, and the 5 viewpoints of the ISO RM-ODP. My primary contributions to this architecture description were the architecture Guiding Principles, the TOGAF Services content, and the Technology forecast. This architecture description was then used as a key input to build the design document, and my primary contributions to the design were to the set of overall design decisions, the design drivers/constraints, and the design patterns for services specific to system interfaces. This design was the basis for the a series of risk-mitigation prototypes implemented using PeopleSoft for HR functionality along with services implemented using messaging middleware based on IONA’s ORB product, Java, C++, and XML. System models were created by following Rational's Unified Process/RUP in an OOAD environment to express system characteristics in UML-based models (Class Diagrams for static design relationships as well as key attributes/methods, Use Cases at both a business and a system design level, Sequence Diagrams for component dynamic interaction for key scenarios, etc.). My team also specified the CORBA/J2EE message based middleware that was deployed to integrate coarse-grained COTS components for the project. I also recruited, interviewed, hired, and then mentored both junior and senior level information-technology professionals for my team as well as other technical disciplines. Mentoring included technical topics such as middleware concepts on data transforms and messaging, as well as basic RUP/UML artifacts for a cross-contractor team. I also successfully mentored aspects of business development for selected SAIC employees.

Helped guide evolution and integration of technical computing architecture for aircraft production factories, including both the control device components for the manufacturing machinery as well as the information systems components required by the machinery operators. The architectures included perspectives for an “as-is”, a “transitional”, and a “to-be” architecture (including mapping of business requirements related to “Design-for-Manufacture” and “Design-for-Maintenance” to computing platform services, identifying technology adoption impacts on business processes, etc.) and was System Architect on a Distributed Numerical Control application development project.Supported hardware and software reuse initiative pilot projects including maintenance of a Domain Glossary for the military aircraft Vehicle Management System (VMS) domain, documentation of Domain Engineering and Application Engineering processes/products (including the Decision Model and sequencing the tasks required)Analyzed user functional needs to develop a logical process model and process specifications integrated to a logical data model, to develop preliminary design/detailed design for a new financial/accounting software package for NASA. Facilitated Joint Requirements Planning (JRP/JAD) sessions to define NASA business processes (scope included both Aircraft Maintenance & Training as well as NASA Financials), performed BPR of those processes, and modeled the new functional data and processes.
