The Civil Military Operations Seminar is designed to directly support the Lines of Effort (LOE) that Combatant Commands (COCOMs) and Theater Special Operations Command’s (TSOCs) support. Instructs students with basic through advanced CMO concepts with the skills necessary to achieve Civil-Military Operations unity of action through shaping, stability, COIN and other activities that counter asymmetric and irregular threats. Focuses on operational and strategic objectives in support of tactical operations during all levels of war, internal/ external conflict, and natural/man-made disasters. Provides or strengthens the civil-military skills necessary for operating and facilitating operations within a complex joint, inter-organizational or multi-national environment. Instructs students on the operational and strategic methodologies of CMO, developing an operational and strategic perspective, while establishing an understanding of the CMO Planning Process. Utilizes these skills in all aspects of the assessment cycle when conducting mission analysis through course of action development.

The intent of the International Mid-Level Leadership Course is to prepare NCOs currently assigned to U.S. allied international Special Operations units to assume leadership positions at the operational levels. Students will understand and apply Critical Thinking to emerging problem sets; Recognize when to apply individual leadership skills and when to apply organizational leadership skills; Differentiate between conventional force and special operations forces actions, operations and activities; Educate subordinates, peers and junior officers in the SOF principles; Effectively communicate both within the organization (up and down) and outside the organization; Expand thinking from a focus on only current national issues to one that includes understanding and recognizing international SOF roles and responsibilities in the Elements of National Power; Understand commander’s intent, being able to translate it effectively and then being able to communicate a clear direction to subordinates utilizing the principles of mission command; Build and maintain an effective team with a focus on resiliency and readiness; Understand military operations in a Joint, Interagency, Inter-governmental, and Multinational environments.

- Applied extensive armed service leadership experience as an Army Subject Matter Expert and strategic advisor for a six-person joint-training course development team for the Kingdom of Saudi Arabia Minister of Defense.- Consulted and managed the relationship for two senior Saudi military officers on curriculum development, training programs, and general initiative progress, utilizing the Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) review and endorsement process.- Participated in the development of a comprehensive Senior Enlisted Advisor (SEA) competency model specifically tailored to the Saudi Arabian client. Special attention was required to balance military imperative with cultural and religious sensitivities. - Performed course quality control measures and cross-referenced with best practices for curriculum development and program management.- Spearheaded the instruction and revisions of a five-week Senior Enlisted Advisor pilot course, including a series of key recommendations to the client.- Used Special Operations Subject Matter Expertise to assist with potential marketing white paper.

- Served as the Senior Enlisted Advisor to congressional delegations providing expertise on operational capabilities, international relations, readiness, and civil military operations. - Performed multiple functions to on-site administrative support services to include coordinating and organizing multi-tier schedules, meeting calendars and conference/meeting room schedules to ensure seamless operations, zero booking overlaps and efficient use of available time and resources. - Provide subject matter expertise in special activities tools, capabilities, processes, operations, and plans including the ability to provide support in the development of special activities objectives in support of plans and orders- Planned irregular warfare (IW) operations and plans. Conducted and provided quality control for deliberate, crisis action, and contingency planning and IW functional plan development and validation, coordination, and integration in conjunction with higher headquarters, components, DoD, USG Interagency, and Partner Nations.- Provided Special Technical Operations (STO) subject matter expertise with the ability to provide support in the development of STO objectives in support of plans and orders.- Synchronized STO efforts with Computer Network Operations (CNO), Electronic Warfare (EW), Operations Security (OPSEC), Civil Affairs (CA) and Military Information Support Operations (MISO) in support of political and military objectives.- Drafted, routed for Government approval, and executed current STO plans and orders in order to enhance operational success.- Planned, coordinated and executed sensitive travel plans for all VIP visitors to include threat assessment based on all available intelligence data ensuring the safety of VIP guests, military equipment, and sensitive documents.- Analyzed policy for feasibility, technical accuracy, and proper integration of resources from all available agencies to ensure a high level of success for all assignments.

- Served as the Command Sergeant Major of the Department of Defense’s only active USCENTCOM-aligned Airborne Civil Affairs Battalion as well as the Senior Enlisted Advisor to the Battalion Commander on all operational deployments, in support of Special Operations Forces (SOF) and conventional forces. - Provided critical assistance in establishing and updating policies and procedures on all operational and administrative matters. - Provided key operational, fiscal and resource support to multiple Special Operations Task Forces (SOTF) significantly enhancing their capabilities.- Provided subject matter expertise to outside organizations in support of Special Technical Operations (STO) planning with specific expertise in STO plan coordination and plan de-confliction.- Performed STO assessments with the ability to develop and assess Measure of Performance (MOP) and Measure of Effectiveness (MOE) with regard to STO plans.- Assisted in the development of Concepts of Operation (CONOP); prepared reports, presentations, and plans required for periodic updates.- Reviewed and provided coordination input on strategic and operational plans and orders, analysis reports, policy reports, requests for forces, DoD directives and guidance, and other documentation that supports strategic operations research, analysis, and policy development.- Consistently relied upon to lead and instruct specialized training due to vast expertise for Special Operations Forces and anti-terrorism programs. - Coordinated with SOCCENT and US Embassy Teams in multiple countries to ensure proper support to COMSOCCENT and US Ambassadors lines of effort with unmitigated success.- Provided key operational, fiscal and resource support to multiple Special Operations Task Forces (SOTF) significantly enhancing capabilities. - Provided IW, UW, and intelligence doctrine, operations, policy, and authorities subject matter expertise and integration of lessons learned to support senior leader decision making.

- Served as the Senior Operations Sergeant Major for one of only four Active Duty Civil Affairs (CA) Battalions in the United States Army managing hundreds of Civil Affairs Teams in conducting strategic and humanitarian operations in over 23 countries. - Conducted and validated research and analysis and prepare information papers, decision papers, and briefings to inform command leadership.- Expertly ensured the team is capable of providing continuous direct support to conventional forces, United States Ambassadors and Partner Nations in the CENTCOM Area of Responsibility (AOR) with superior results. - Conducted and consolidated foreign partner nation representative coordination and planning to develop foreign partner nation capability and capacity. - Managed irregular warfare (IW) and unconventional warfare (UW) operations and plans. Conducted and provided quality control for deliberate, crisis action, and contingency planning and IW or UW functional plan development and validation, coordination, and integration in conjunction with higher headquarters, components, DoD, USG Interagency, and Partner Nations.- Managed over $2.5 million in equipment and supplies without damage, loss, or discrepancy as well as, over $900,000 in operational funds with 100% reconciliation. - Assessed, targeted, executed and coordinated all aspects of Civil Affairs operations in the assigned AOR to ensure increased tactical, strategic and national policy enforcement. - Served as a Special Advisor to military, civilian, multinational and interagency partners on Civil Military Operations throughout the spectrum of conflict.
