Managing all aspects of the Transition to the new NATO HQ in direct support of the Director Headquarters Project Office and Transition Office (HQPO/TO), continuing existing roles within my projects, the wider Transition Team and interfacing with NCIA leadership. This period encompassed the physical move of 4,200 people into the new site with the challenges of managing business continuity throughout and the logical migration of all users to the new ICT and security environment.

In addition to existing project responsibilities, deputize for the Transition Manager with two key responsibilities. First, coordinate and direct resources across the entire transition team linking launch, move, communications, dual operations, and hand-back workstreams and steering decisions through the DSG-led Transition Board. Second, a detailed focus on driving forward ICT capabilities in conjunction with senior leadership in the NCIA and with direct inputs to the Digital Transformation Board and frequently chairing the weekly A6-level working group.

Raf High Wycombe And Raf Mildenhall

Principal RAF liaison officer to the US Visiting Forces, lead for an HQ team and dispersed field teams managing all HR aspects of employment for 1,700 civil servants engaged in infrastructure projects, liaison with USVF leadership in UK and Germany, interface with Defence Infrastructure Organisation, community relationships at 6 major sites spread over England

Raf Wittering

Programme manager for all elements of a £34m time critical and complex programme. It brought together projects spanning all lines of development including infrastructure, HR, and IT. It included RAF, RN, Defence Estates and Defence Equipment and Support stakeholders. It aimed to downsize and relocate Harrier aircraft operations at RAF Wittering and close RAF Cottesmore to generate savings of £200m. Incorporated SDSR decision to delete Harrier in Oct 10.

Responsible for determining the IS strategy for aircraft engineering management systems. Delivery of major Engineering and Asset Management IS applications including LITS, JAMES, WRAM for air and land asset management using Industry partners and a staff of 60.

Corsham

ISS PACE Programme Manager. Seconded to head a small programme team to develop and manage complex programme to outsource and downsize staff, restructure organisation and re-engineer processes along ITIL lines, deliver a PFI new-build, consolidate onto one site, close old sites, improve ways of working

Blandford Camp

Strategic planning for the future provision of Communications and Information System (CIS) training across RN, Army and RAF. Tri-Service lead on CIS for Defence Training Review (DTR) through assessment phase to preferred bidder. Management of HQ function with £40m budget to deliver CIS training across 4 dispersed sites involving 800 staff. Management of the Blandford Camp estate and personnel including housing, training accommodation and estates.

Nato Hq, Brussels

Strategy lead for NATO’s communication systems relating to the NATO Response Force. Co-ordination of all communication capabilities in support of NATO operations and future requirements. Chairman of 26-nation Interoperability Committee. Staff lead on NATO Systems Standardisation.

Karup, Denmark

Policy and staff lead on all CIS issues in the Baltic Approach region with a particular emphasis on engagement in the Partnership for Peace initiative. Command and management of all major NATO communication systems in northern Europe. Senior British Forces Officer in Denmark. 170 staff, NATO central funded budget.

Project Manager for the RAF’s intranet system commencing with basic system design and architecture, worked up full PRINCE 2 project metholody and roll-out across all major RAF bases

Responsible for a self-contained factory managing all mission systems on the Nimrod R1 aircraft. Managed rebuild of XV249. Responsible for developing the future requirements with the sponsors, generating the internal business case and finance to enter and complete development, completing production and test and then releasing onto the aircraft a fully certified system which was then maintained.
