Senior Program manager responsible for coordination of BJA Implementation grant coaching and technical assistance for PREA implementation. DOJ certified PREA Auditor for Juvenile Facilities. Provides support to the Audit Oversight functions of the PREA Resource Center (PRC). Provides technical assistance to facilities working on implementation of the standards and works as faculty on on-site field training audits.

Currently working with Impact Justice in the PREA Auditor Field Training Program to train auditors trainees working towards PREA certification with the Department of Justice.

The division senior director manages and provides oversight of the delivery of services to youth committed to the TJJD with a focus on integrated treatment initiatives to effectively address the multiple and complex needs of the youth and families served by the agency. Responsible for ensuring delivery of the agency’s rehabilitative strategy across the continuum of state operated programs; monitoring daily operations and providing direction for safe and secure practices in all state-operated secure and non-secure facilities and contracted facilities; identifying, monitoring and improving conditions for and treatment services provided to such youth; and overseeing programs and services involving the transition of youth from TJJD-operated facilities. Specific program areas include intake, assessment of youth; general, specialized, and mental health treatment; daily institutional and halfway house operations; victims’ services; faith-based services; volunteer services and family services.

Executive manager for multiple nationwide child welfare, wrap around and juvenile justice programs. Responsibilities included program development, proposal and budget development, program startup, hiring, training and ongoing supervision, quality assessment. Abilene, Texas Area

Chief Local Administrator responsible for technical assistance, monitoring, planning, organizing and coordinating a multifaceted juvenile correctional facility housing approximately 460 youth. Management responsibilities involved the observance and implementation of program standards; specialized treatment programs; fiscal; personnel and legal policies. Served as facility liaison function with other TYC facilities and programs; juvenile judges; district attorneys; probation departments and other state agencies. Specialized treatment programs included gender responsive female programming; sexual behavior treatment and chemical dependency treatment. Complex employs more than 500 employees. Responsible for the administration of employee hiring, training and discipline. Supervised the administration of two specialized agency programs to include a TLETS/NCIC site and TCLEOSE certified peace officers responsible for apprehension.

Abilene, Texas Area

Responsible for daily operations of Juvenile Correctional Complex with two units serving a total 460 youth. Administrator responsible for security; dorm life; case management; clinical services; chaplaincy; recreational services and placement. Served as Manager for accreditation with the American Correctional Association in 2003. Additionally served as mock auditor of other Texas Youth Commission facilities pursing the accreditation process.

Beaumont/Port Arthur, Texas Area

Responsible for planning, organizing, coordinating and monitoring an array of residential treatment services for a staff of 5 caseworkers and 29 correctional officers, Correctional Supervisor and medical transport officers. Assisted with the development of the Medical Recovery Dorm for the agency including policy and program development to serve chronically and critically ill youth committed to TYC. Responsible for monitoring of case management services, performance evaluations and implementation of the agency treatment program in dorm life. Assisted as a lead manager in the preparation of the facility for Accreditation with the American Correctional Association.

Beaumont/Port Arthur, Texas Area

Primary job responsibilities included implementation and maintenance of youth grievance system at the facility for filing complaints regarding possible or real violations of youth's civil rights. Responsible for the assignment, review and quality control of the grievance system. Responsible for preparation of reports reflecting monthly complaint activity, statistics, and notification to supervisor and Central Office of possible trends/problem areas. Served as liaison between TYC and local Law Enforcement. Worked in position 4/97 to 1/99 when I went to Lamar. Returned to position on 6/1/99 until promotion to PA on 10/1/99.
