Originally hired on to map current internal processes being used for the government wide Email Transformation Initiative(ETI). After successfully producing requested deliverables for ETI, my role has now expanded to assist all functional areas within Managed Services. Mapping out processes, producing standard operating procedures, creating training material to allow GoC users ease of use of the BELL service delivery portals along with a variety of other areas where gaps have been detected that my skill set allows me to assist.

As Senior Oversight Manager, Mr. Wilson was hired to lead a team of IM/IT experts managing a variety of IM/IT projects. As part of the merge between CIC and Passport Canada the Oversight Manager position was created to meet the growing needs for project reporting consistency to senior management.Currently, receive reports from a team of 12 project managers who roll up project information in order to create formal dashboard reports to be presented on a regular basis to senior management, up to and including the ADMs for various department. The projects include Email Transformation, Directive on Record keeping, database consolidation, ePassport upgrades, electronic facial recognition upgrades and a series of other projects related to the transfer of protected information with other GoC departments and business partners abroad.

The objective of this project was to create documentation to allow staff to prepare for the upcoming tasks and deliverables that were required of them and assist them in the base-lining of all repositories of their information holdings. As Senior Project Manager, Mr. Wilson led a team of IM experts in the base lining of paper and electronic records to comply with a Treasury Board Mandate to reduce then eliminate transitory records over the next 5 years. Working part time at this contract full time on another contract. As Senior Business Analyst, Mr. Wilson led a team of BA experts in the base lining of paper and electronic records to comply with a Treasury Board Mandate to reduce then eliminate transitory records over the next 5 years. The PMRA e-PRS AS-IS/TO-Be initiative was a project intended to identify and describe the requirements for an upgrade of Health Canada’s e-PRS system. This IM/IT project is considered to be the stepping stone of a future upgrade to the e-PRS information system used by PMRA. The results of this project involved identifying the requirements of the IT system to allow the upgrade to move forward.

The objective of this project was to prepare documentation to allow staff to prepare for the upcoming tasks and deliverables that were required of them and assist them in the base-lining of all repositories of their information holdings. The outcome of this national project will impact IT and IM processes, operating procedures, office space, and security that must align with the Libraries and Archives of Canada mission. Due to business restructuring the solution and next step in the project was deemed to be a major move to Kanata This will see multiple DND sites moving to the old Nortel complex.

As lead of the Pathfinder Project team of 7 BA’s hired to map the AS-IS, TO-BE states of current business processes within multiple branches in Health Canada. The project was implemented to upgrade legacy IM/IT information systems such as IMB Mainframe, ePRS, and eSES systems supporting the various lines of business. Data warehousing with newer BI tools for extracting data were key elements required for each line of business. Following best of industry standard practices, BABoK and PMBoK along with ITIL.

HRSDC is currently working on a variety of enterprise IT related projects, first being Business Intelligence toolsets study and recommendations. Current tools include, Beyond 20/20, IBM Cognos, SAS, SPSS, Stata, Stat/Transfer, Eviews. Along with BI tools, data warehousing and consolidation is under review in a cost saving exercise for the business. Architecting a new environment to consolidate the number of tools and house the data. Working with IT and Business managers and directors, calculating costs of current usage, comparing costs of industry standards, identifying key performance indicators (KPI), documenting findings in preparation to provide updates to senior management.Following best of industry standard practices, BABoK and PMBoK along with ITIL, performed business use case analysis leading to functional requirements to identify information, procedures, policies and decision flows to show interaction between groups and or applications. I have also been tasked to conduct a National Survey to determine the BI tools currently used in the HRSDC BI environment, which I will analyze to provide senior staff along a clearer picture of the current environment, allowing them to make a better decision on short, medium and long term forecasts for BI tools and planning. Along with gathering requirements for business use, documenting risks, overlaps and gaps in performance using the tools, create work flows, process flows and test cases to support findings to achieve project approval. PWGSC is currently working on a variety of IT related multi million dollar enterprise projects, first being desktop consolidation and printer rationalization, data warehousing and server consolidation for legacy systems in a cost saving exercise for the business.Following best of industry standard practices, determine quick hits to reduce costs and gain immediate savings at the desktop and printer level, performed business use analysis leading to functional requirements to identify information, policies / procedure using UML and Centric diagrams and flows to illustrate interactions of existing applications.Adhering to PWGSC project life cycles, create project plans, work flow and business use cases to support findings to achieve project approval. Reviewing existing SLA’s and OLA’s with external and internal service providers. CBSA is currently implementing a $350 Million geomatic enterprise project across multiple data centres which is introducing regulatory requirements and system functionality to support electronic, pre-arrival receipt and risk assessment of commercial data from all modes of carriers; Marine, Rail, Air and Highway in support of the 24 x 7 x 365 high availability environment while adhering to all GSP and MITS regulations. This data will be risk assessed using an automated system that will allow the Agency to make a more informed decision on whether to examine or release the goods prior to their arrival into Canada. In addition there is a Business Intelligence, data cleansing and data warehousing aspect to better manage existing and forthcoming data as volumes are expected to triple.. Experience developing and documenting statements of requirements and test case scenarios for considered alternatives. Conducting individual interviews and leading JAD sessions with clients and technical staff. Each requiring a multitude of deliverables using ITIL, SLC, UML and RUP methodologies including business use which lead to functional requirements, project charters, service level agreements, project plans which led to development and user acceptance testers in business process transformation further downstream. Produced project plans communication plans, training plans for each of the 66 initiatives, focusing on the requirements and ADP portion of the plan and documenting deliverables and level of effort, estimated start and finish dates. As Project Manager/Business System Analyst, lead and completed over 25 IT Enterprise Infrastructure projects (500k to 2M) within a regulated CBS and Health Canada critically high availability environment over a 3 year period. Managed the projects from conception through change review boards through entire project lifecycle to completion. Projects included project charters, service level agreements, project plans risk assessments, upgrades to servers, workstations and laptop as well a wide variety of computing software used within the CBS environment nationwide, some were simple implementation projects others more complex multi phased implementation projects across multiple data centres. The CBS environment was in dire need of a multitude of enterprise upgrades as the environment had not been touched since the CBS inception in 2000. Projects he managed included a variety of COTS product upgrades, Portfolio management, data warehousing and data cleaning, O/S upgrades, 3 Norton Anti virus upgrades, RDIMS, LANDesk, Blackberry, server upgrade, server consolidation, Software Update Services, telephony software Talisma used by the national service desk. Other projects such as facilities / building moves as permanent clinics and building leases expired. Veritas software upgrades, Corporate security projects adhering to MITS and GSP requirements included implementation of Anti Spam software and hardware such as Tipping Point, Surf Control, MXtreme to name a few.All 25 of the CBS IT Infrastructure projects required him to act as the prime, sitting in on all Change Management meetings answering all questions dealing with or relevant to the project costs and timelines. Ensured project scope was maintained, communication and problem management strategies were in place and while interviewing and communicating the SME’s involved with the project.

As Project Manager/Business System Analyst acted as on-site liaison for CGI he assisted ex-Canada Post clients now Innovapost employees with a multitude of daily IT initiatives and enterprise IT related projects including project charters, service level agreements, project plans, risk assessments, hardware and COTS upgrades.
