Cloud SME and lead technologist supporting Marine Corp CE-Intel. Responsible for identifying the appropriate cloud migration strategy and cloud migration requirements specific to each system in the CE-Intel portfolio. Coordinate technology insertion with Data SME and AI SME. Lead the testing of system interfaces and end-to-end testing.

Technical Architect supporting the Enterprise Architecture team at USAID. Defined the IT Systems Portfolio in ServiceNow to align with TBM and FIBF. Maintained the Enterprise Transition Roadmap. Authored the revised Technical Architecture Design (TAD) template and non-functional requirements for all new projects that involve ServiceNow, AWS, and Azure. Support the establishment of the Approved Products List (APL) for AWS and Azure. Support the Architecture and Engineering Review Boards in reviewing the TAD and evaluating new technologies, e.g., Azure and AWS AI, ERM, GIS, etc., for additions to the Approved Products List. In support of various cost cutting efforts, performed various Alternative of Analysis (AoA) to help senior USAID executives make more informed IT investment decisions. Established the ServiceNow model for coordination between the EA team, ITO, Finance, and PMO. Defined, automated, and integrated the use of Selenium into the company DevOps process to enhance automated testing.

Azure Cloud Architect and team leader for GEICO Underwriting (UW) Systems DevOps team. Primary responsibility was to establish the DevOps practices and architect the migration of UW systems to Azure cloud with the various development teams. Common Azure resources used include PaaS, IaaS, Azure Active Directory, Azure Storage, Azure SQL, and DocumentDB. Of 32 systems scheduled for migration, lead the design and migration of 11 systems, three of which successfully went into production in the first year. The migration of each system first involved briefing the individual development team of the onboarding processes to launch the project. With project launch, worked with the individual development leads to design the project specific network topology utilizing resources available in Azure that would fit within GEICO security constraints. At integration and load testing phase, worked in identifying and documenting control gates to monitor potential system causes for outages before it can happen. Secondary responsibilities include acting as the UW representative in various GEICO architecture councils and working groups. Based on changing and new strategical direction, worked with the UW DevOps Manager to update the team’s short and long-term plan and strategy.

• Lead Enterprise Architect and Systems Engineer in support of NAVAIR Enterprise Architecture Program. Responsible for establishing the NAVAIR EA repository (EAR), IT data collection technology, and EA processes for IT investment analysis. Provided subject matter expertise in the development of the Naval Enterprise Architecture Repository (NEAR) based on an open systems architecture, with usage of various DoD reference models, including the BEA, JCA, UJTL, UNTL, and DIEA. NEAR acted as the official repository for housing the Navy DoDAF 2.x architecture artifacts produced from IBM Rational System Architect and automated review of those artifacts. • Lead Enterprise Architect in support of the DoEd Cyber Security Infrastructure Discovery and Analysis. Developed a custom .NET application to parse scanned vulnerability data and associated it to system assets.• Lead Enterprise Architect/Project Manager for the transition of In2itive’s flagship product to the cloud using both Microsoft Azure and Amazon Cloud Services. Led a team of 12 people through the full SDLC conversion of a thick-client/server application to a microservices architecture using .NET. Employed the Twelve-Factor App methodology.

Technical Director/Project ManagerNorthrop Grumman/TASC, Stafford, VA• Chief Enterprise Architect for Navy business services in support of OPNAV/N6. Demonstrated to DON CIO and the FAMs a viable strategy for alignment of DoN architecture to the Business Enterprise Architecture (BEA) using DoDAF 1.5. Led the development of two integrated segment architectures and three solution architectures using IBM Rational System Architect in support of the Navy and Marine Corp. All three solution architectures developed to meet ACAT 1, Milestone C standards.• Technical Director in support of GCCS-J strategic planning and implementation, architecture design, and systems integration efforts, with special focus on web-based single sign-on and security. Technology based on J2EE.• One of the first two Six Sigma Black Belt within DMS. Headed projects that brought savings of over $10M to Northrop Grumman and its customers over two years. Projects were within the domain of human resource, finance, contracts, and engineering.• Requirements Manager and analyst for the development of the business intelligence technology as part of the automated postal service for La Poste in France. • Project Manager for the maintenance and enhancement of the American Citizen Services (ACS) system for the Dept. of State. • Managed the development of FAA’s Integrated Noise Model (INM 5.0) under Windows NT. As part of the noise prediction modeling, Automated Radar Terminal System (ARTS) data was used to model the noise impact based on actual recorded flight track data. Technology based on .NET.• Managed the development of an in-house simulation and modeling system for total airport design analysis, including airspace traffic, ground traffic, and in-terminal traffic starting from baggage handling. Simulation was based on the FAA Simulation Model (SIMMOD) engine, and later, the International Air Transport Association (IATA) Total Airport Sim engine. Technology based on .NET.
