CurrentPlan and execute the operational test of equipment proposed for USMC acquisition against Marine user requirements. In addition develop and maintain the test strategy and manage program budget through a plan of action matrix. • Responsible for integrating and leading a test team, working with stakeholders to develop test strategies IAW higher level directives and integrated test manuals. • Plan, execute, analyze, and report on Operational Testing (OT) programs assigned to ensure decision makers are well informed on system(s) operational effectiveness and suitability with the competitive marketplace of acquisitions.• Prepare/update OT documentation as required to support a system’s test program to include test plans, evaluation reports, data collection and analysis, Test and Evaluation Master Plans and other documents as required. • Coordinate all OT related activities with USMC/Navy requirements officers and the system’s material developer.
Operations Officer, Joint Deployable Analysis Team
Direct and coordinate all JDAT operations to include logistics support and advise the JDAT Director on all matters pertaining to operations and priorities. Plan, prepare and supervise the execution of capability development activities, assessments, and support in the areas of Joint Fires, Joint Intelligence, Surveillance, Cyberspace, Missile Defense, Counter-UAS, and Combat ID. Develop strategies, test and evaluation schedules, and exercise planning; encourage innovation and foster/institutionalize C2 interoperability improvements. • Led a 68 multi-service workforce to properly prioritize/align a $7.7M budget towards the execution of 28 projects and 13 assessments events; ensuring a cost effective and relevant Joint Fires interoperability and C5I assessment model, exportable throughout DoD and partner nations. • Soundly directed the development and use of technically complex algorithms to extract and process weapon system data that produced accurate measures to report mode 5 IF interoperability and performance among a myriad of platforms to DOT&E and OSD. • Lead exercise planning effort with hundreds of Joint and coalition partners that enabled a JT&E to improve kill-chain procedures and exposed combat identification gaps within a contested Air Defense environment against emerging unmanned aerial threats. • Lead architect and author of Bold Quest 13-1 demonstration plan (large scale, live fly event.)
Marine Expeditionary Unit (Meu) Marine Air Control Group (Macg) 28 Detachment Commander
Lead, mentor and develop the Marines of MACG detachment. Prepare MACG detachment for deployment. Plan and execute employment of the MACG detachment’s Marine Air Traffic Control Mobile Team, Air Support Element, Low Altitude Air Defense Section, and Communications Element ISO MEU exercises and operations. • Established a detailed and integrated training system to prepare the detachment for all aspects of support within the MACS, resulting in 100% support of all MEU exercises and workup deployments.• Established and developed a new model for a shore based squadron combat operations center with connectivity nodes into the MACS as well as the MEU command structures. • During combat operations: the MACG coordinated the integration of more than 152 JTARS, 56 ASRs, 20 CASEVACs, and 79 call for fire air deconflictions ISO 3/8; surpassed 824 total airfield operations at an outlining FOB without mishap; and logged 484hrs with the DASC executing the airspace plan and directed the integration of Joint & Coalition air assets with ISAF ground forces.

Coordinate International Police Advisor employment in AO. • Designed the concept of operations for the very first combat assault training package for the Abu Risha Federal Police BDE – exercise included bilateral training and air movement of a 100 commando Company members that culminated in a notional cordon and search mission. • Orchestrated the initial step to link local Anbar Police leadership with Baghdad’s Police Counter Explosive Division; this resulted in the Anbar Police identifying 4 locations to base 190 man EOD element, training in International Mine Action Standards and Baghdad fielding a $1.9M gear-set. • Successfully developed methodology to measure the effectiveness and performance of Iraqi Police in Al Anbar IAW HHQ guidance to evaluate police primacy. • Outlined a step-by-step plan to rebalance and re-align Military Movement Teams with an out-of-sector U.S. Army MP Company; while maintaining full District coverage as the ground command elements transferred authority to 1/82nd Advisory BDE.
