Division of Water Resources (DWR)Natural Resources Section (NRS)TN Department of Transportation (TDOT)/TDEC Liaison State-wide responsibility—Permit Coordinator/Wetland and Stream Ecologist. Duties: Review, evaluate, and inspect land owner, private industry, non-profit, USACE, USFWS, NRCS (Emergency Watershed Protection and Private Lands soil conservation), and Federal Highways Administration/TDOT construction, mitigation, and restoration activities, plans, and applications as they pertain to section 401 water quality and TN Water Quality Control Act permitting. Review NEPA documents including biological opinions and environmental assessments/impact statements. Review all manner of field data involving water quality, wetland and stream mitigation/delineation, land development, infrastructure construction, and natural resource management as they pertain to listed species, environmental, and aquatic resource alterations and impacts in rural and urban environments. Author state Aquatic Resources Alteration Permits and 401 water quality certifications. Conduct stream and wetland jurisdictional determinations. Perform data base management in tracking and inventorying aquatic resource impacts to the waters of Tennessee. Review and form environmental policy as it pertains to the protection of Tennessee’s water quality. Coordinate with USFWS, TN Division of Natural Heritage, and TN Wildlife Resources Agency on a regular basis with regard to federal and state listed plant and animal species management. Solicit, compile, and formulate TDEC Advisory Comments in accordance to the TDOT/TDEC’s TESA (TN Environmental Streamlining Agreement) MOA. Create and give presentations to peer groups and professional organizations. Provide environmental education to the general public.
