I am a wireless communications technology professional, highly experienced in Intelligent Transportation Systems (ITS) and related fields. Nine years’ experience as a key contributor to product development and R&D utilizing IEEE 802.11p, IEEE 1609 (WAVE) and related protocols. Possess expertise in the technologies of Connected Vehicles, V2X, ITS applications, Electronic Toll Collection, in vehicle systems, and Commercial Vehicle Operations/Inspection systems.I have diverse experience as a core developer, technology lead and engineering group manager. More than 15 years’ experience as a software developer in embedded systems, wireless communications, telecommunications systems and location based systems. Eight years as software development team manager and director level R&D department manager. Led organizations responsible for embedded systems development, prototype and product development, integration and test. Since February 2015 been an active participant in the IEEE 1609 Working Group, developing the 1609 family of standards. Assumed the role of technical editor for IEEE Std 1609.3 in March 2015, and was principally responsible for the standard through publication of IEEE Std 1609.3-2020. Since January 2016 assumed the role of technical editor for 1609.0, 1609.4 and 1690.12. Technical editor responsibilities include maintaining the documents, gathering and developing technical content, and managing the review, comment resolution, final editing, balloting and IEEE publication process.

Primary point of contact between our team and engineering groups in Austria and Sweden and 3rd party development partners.Led team to successfully deliver 5.9 DSRC based solutions utilized in Kapsch roadside and on-board tolling equipment. These products were deployed in numerous US and EU demonstration systems serving tolling as well as ITS applications. The team also made contributions to the development of Commercial Vehicle Operations (CVO) systems and Traffic Management Systems (TMS).During this time developed a strong understanding that an organization is doing work for a purpose, to meet objectives and work within a budget and a schedule, and the importance to keep business objectives in focus while engaging in the engineering process.
Director - Mobility Engineering
Led group that developed TechnoCom's standards compliant 1609 WAVE protocol stack and Linux kernel radio driver. Played critical leadership role in the development of TechnoCom’s Multiband Configurable Networking Unit (MCNU), a mesh-networking device that supported Ethernet, WiFi and 5.9 GHz DSRC. The MCNU was one of the first to implement a standards compliant IEEE 1609 WAVE stack. The MCNU was selected by the Vehicle Infrastructure Integration Consortium for the RSE in the VII Proof of Concept test bed in Michigan. The TechnoCom WAVE stack radio driver was also utilized in the VIIC OBE.In 2008 TechnoCom’s Mobility Solutions business unit was acquired by Kapsch TrafficCom AG.
Principal Software Engineer
Key contributor to many of TechnoCom’s products including the Mobility Solutions group’s very successful Location Messaging Unit (LMU) and the Carrier Solutions group’s SS7 based operational and business support platforms (LXS/LAM). The LMU used GPS and various radio interfaces to provide location and status information for fleet management and asset tracking. This was an embedded product using an H8 micro and uBlox GPS module.LXS/LAM server products were Unix systems which performed in-network call flow and monitoring of cellular phone systems. These were developed in response to the US FCC mandate for Enhanced 911 (E911) and provided OSS and BSS for various wireless carriers (Verizon, AT&T and several smaller carriers). Was responsible for developing software which utilized Dialogic/NMS SS7 interface modules supporting the MTP, SCCP and TCAP layers of the SS7 stack. Solely responsible for developing the 5.9 DSRC demonstration system for Mark IV Industries shown at the 2005 ITS World Congress in San Francisco. The system demonstrated applications for toll collection, Amber alert and intelligent intersection (SPaT). Responsible for implementing 802.11p MAC features on an Atheros radio in the Mark IV OBU hardware, as well as all control software and applications running on OBUs and RSUs.

Provided embedded software engineering services to various customers including AP Labs, McDonnell Douglas Helicopter Systems (Phoenix, AZ), Cubic Communications Inc., HNC Software Inc., Ascent Digital Systems, Quantum Magnetics and Coded Communications. Projects included a DSP based sensor measurement and motor controller module, a high resolution RGB JPEG video recording and playback system running on military grade hardware, a cellular transceiver tracking system, control software for an optimized multi-drop serial interface for a prototype land mine detection system and other projects.
