Developed and maintained contacts with highest levels of U.S. government, Executive, Legislative, and Armed forces, to promote programs, graduate studies, and research. 1996 - 2001: Academic Associate, Curriculum in International Security and Civil - Military Relations. Responsible for 80 international officers and civilians and 30 National Guard officers. 1998 – 2001: Rapporteur for the Defense Policy Board, that advises U.S. Secretary of Defense.
