1987 - 2013 Taught postgraduate level courses on all aspects of Latin America, civil-military relations, intelligence reform, and democratic transitions. 1989 – 1995: Chairman of the Department • Developed strategy for relevance and growth, thereby reviving department to become the largest and most prestigious department at the Naval Postgraduate School.• Successfully lobbied and grew budget from less than $1 million in 1989 to $10 million today, faculty growth from 15 to 45, and 60 to 280 officer students from all U.S. services and 35 countries. Developed and maintained contacts with highest levels of U.S. government, Executive, Legislative, and Armed forces, to promote programs, graduate studies, and research. 1996 - 2001: Academic Associate, Curriculum in International Security and Civil - Military Relations. Responsible for 80 international officers and civilians and 30 National Guard officers. 1998 – 2001: Rapporteur for the Defense Policy Board, that advises U.S. Secretary of Defense. In period of 1987 – 2013, as Professor, outstanding teaching, researching, publishing, and administration resulting in naming first “Distinguished Professor” in Department of National Security Affairs.• Research on central topics of defense, civil – military relations, and published 14 books, including two in 2011 and one in 2012, and 19 chapters in books. 2001 – 2004: Director, Center for Civil –Military Relations • Developed programs in all areas of democratic civil – military relations including Defense Institution Building, Intelligence Reform, Counter-Terrorism, Strategy Formulation, and Peacekeeping.• Conducted first ever study on impact of International Military Education and Training (IMET).• Doubled budget of the Center from $3 million to over $6 million four years later. • Continue as Program Manager for Latin America, Program Manager for bi-annual Executive Course, and Program Manager for Workshops on Intelligence Reform in New Democracies

In addition to managing and expanding the scope of the Center's programs and funding sources, and annually leading eight one week seminars on all aspects of democratic civil-military relations throughout the world, I also led the first-ever assessment of the impact of the International Military and Training (IMET) program.
