Served as the Operations Head of Human Capital for a $9.7 billion organization with 17,000+ staff. Orchestrated the implementation of a Strategic Plan for HR, which involved all staff, which met or exceeded all expectations, to include:•Advising the Chief Operations Officer and Executive Deputy Commissioner on overall workforce management and maintained liaisons with key external offices and officials including the Department of Citywide Administrative Services (DCAS), as well as state and federal offices. Oversight of all personnel recruitment, selection and processing; and the administration of all employee oriented programs and voluntary activities programs. •Providing ongoing management and operations of HCM operations components: HR Recruitment and Onboarding, Salary Administration; Employee Benefits; Timekeeping and Payroll; Classification and Organizational Development, and 12 Human Resources Business Partner (HRBP) satellite offices. •Served as HCM’s Operations Executive, making day to day administrative and operational decisions in personnel administration, impacting approximately 17,000 staff under the DSS umbrella. •Initiated HR Boot Camps – full-day training sessions designed to educate Mayoral offices and Operations ‘managers and supervisors on the fundamentals of HR programs, policies and services that will assist them in operational management.•Managed all aspects of day to day hiring. •Managed Timekeeping and Payroll Operations and their executive teams.•Played integral role in the development and execution of several Mayoral and Agency Initiatives.•Developed and implemented new and enhanced systems.

•Served as a senior advisor to the COO regarding his areas of responsibility including (but not limited to) the Office of Human Capital Management (HCM), General Support Services (GSS), the Office of Management Information Systems (MIS), Benefits Re- Engineering, and HRA’s Police Operations division. Provided oversight coordination and support for all efforts in making administrative decisions in all of the aforementioned areas.•Provided strategic advice on matters concerning all aspects of HCM. Collaborated with COO’s team (which included HCM) to develop viable solutions to effectively allocate and maximize the utilization of the overall workforce to meet the city’s ser vice requirements.•Managed projects for the COO, including the formulation of implementation strategies, SWOT analysis, creating of draft plans, analysis of needs, and reviewing the implementation of procedures to evaluate program areas and the effectiveness of new initiatives, and offer solutions where changes are necessary. •Participated in the formulation and implementation of programs, policies and procedures, interpreted policy and assisted in the formulation of new operating instructions; assisted in the development of a Transition Plan, a 5 Year Plan, and devised continuous improvement strategies to ensure the agency’s support areas were in step with the overall Agency direction.
