Responsibilities include the development of strategic infrastructure transition documentation in support of the National Security Cutter (NSC) Remediation effort. Served as the subject matter expert in the use of Microsoft’s Enterprise Project Management (EPM) tool for BOD TAB’s support of the NSC Remediation effort. This included the development of a CG-EPM Familiarization Document, providing instruction on the use of the tool by BOD components supporting the effort. Developed and conducted training sessions based on the document for end users of each of the BOD components. Also developed a CG-EPM Transition Concept of Operations Document, detailing the mission capabilities for the Business Operations Division components, the functionalities available within the EPM tool, mapping the mission capabilities to those functionalities, and providing operational scenarios that described the use of the tool by the components in the execution of their missions.

Responsibilities included the development of strategic and policy infrastructure documentation in support of the Business Architecture Integration unit. The focus of the effort was to coordinate the efforts and artifacts from the Business Process Architecture, Business Reference Architecture and Business Information Architecture units to form consistent and coherent input to Business Architecture Service senior leadership for direction setting and decision making purposes.

Census Bureau - Supported the Broadband Technology Opportunity Program (BTOP) during the Merit Review activity for broadband connectivity and availability grant applications. Reviewed over 100 applications in a three week period.Veterans Health Administration, Office of Research and Development (ORD) - Responsible for conducting a thorough analysis of ORD's business processes for the grants management, research project budget development and management, and career development/capacity building functional areas and the applications that support them. Conducted detailed interviews with multiple levels of ORD staff during the development and refinement of activity models for each of these functional areas documenting the current business environment, including activity inputs, outputs, controls and mechanisms. Identified and documented numerous business and IT opportunities with the potential to streamline and increase the effectiveness of the modeled processes, and presented them to ORD management for their review.Managed the completion of the Unit Testing effort, and the preparation for the User Acceptance Testing effort for the Research Analysis and Forecasting Tool (RAFT), a budgeting and forecasting tool supporting ORD's research grants management process. Developed both the test case templates and the overall testing regimen structures themselves, which were aligned with the application's role-based access security to demonstrate both positive and negative access control verification and to ensure appropriate functionality. Served as the primary interface between the IV&V and development staffs to identify discrepancies between pre-release functionality and stated requirements during the test case development and execution, and guided the mitigation of those discrepancies.

Provided leadership in support of the United States Marshals Service (USMS) during the requirements and functional analysis activities for multiple releases of the Justice Detainee Information System (JDIS) Warrant Information Network (WIN) and Prisoner Tracking System (PTS) applications.

Working with Lockheed Martin supporting the Social Security Administration through the Agency Wide System Support Contract (AWSSC).Attorney Fee - Supported Program Management Office responsibilities during the development of the Project Scope Agreement and the Business Process Description. In addition to the creation of the original documents, this involved detailed and regular communication with the SSA project sponsors and stakeholders to collect, clarify, prioritize and incorporate comments related to the content, scope, and organization of those documents.CAS Replacement - Served as the Oracle Technical Lead, exercising full oversight of the four-member programming staff during the full software development lifecycle, and coordination with other Team Leads (Web Development and Business Analysis), as well as working directly with SSA project management. This leading-edge Web-based application provided tremendous ROI by greatly increasing the efficiency and flexibility of the Agency's previously primarily manual monthly Cost Accounting process, reducing the completion time from weeks to minutes. Recipient of an Outstanding Peer Award for "outstanding performance and dedication".Medicare Modernization Act - Supported the development of the Medicare Part D (Prescription Drug Benefit) Reporting System. Served a key role in identifying the requirements and managing a rapid prototype development environment through JAD sessions and direct user interviews. Managed SSA and LM resources developing and executing testing scenarios, and tracking identified deficiencies through to their resolution. Recipient of the Associate Commissioner's Citation for "outstanding performance ... in support of the Medicare Modernization Act".

As part of the Strategic and Policy Analysis Group, developed decision support analytical models for the various aspects of this regional healthcare company.Provider Networks - Improved the provision of care by facilitating treatment path analyses for both emergency room and inpatient hospital stays, including diagnosis, diagnosis group and service type level detail.Medical Affairs - Provided greater visibility in the provision and quality of care and the opportunity for greater cost control through the ability to perform trend analysis on overall membership levels, admission rates and lengths of stay over a sliding two-year window.Sales and Marketing - Reduced revenue loss through the identification of groups coming up for renewal whose cost of coverage exceeded the previous year's premiums.Internal - Increased the efficiency of the group itself through the development of a single consolidated inpatient data model for use across the various SPA projects; included coordinated information from the claims, authorizations, diagnosis, service provider and other related areas.

Responsible for the creation of a Detailed Design Document for a common application to assess and track the existence, identification, status, disposition, and risk of hazardous material remaining as a result of mining activity on public land. Interviewed both Forest Service and BoM personnel to evaluate existing stand-alone applications for the potential to include their functionality and methodology in the common application. Developed an Alternatives Document identifying the costs and benefits of deploying three hardware/software configurations of the proposed application.

Functioned as the Manager of the Data Management group for this dynamic healthcare company, overseeing a staff of seven that included programmers, data management associates and data entry personnel. The responsibilities included balancing resources among multiple projects for the ongoing protocols, instituting structure and order into a fast-paced, task-oriented environment, and also managing the day-to-day activities (license compliance, hardware/software upgrade planning, consultant scheduling, etc.)

Special Olympics, Incorporated (SOI) - Served as the Technical Lead in the development of a WebDB application to function as a Games Management system for SOI, including significant PL/SQL coding to coordinate the data entry, validation and manipulation functions not available in the initial version of WebDB. Also responsible for the development of supporting technical and user documentation.Department of Education - Worked in support of the Pell Grant project, developing interfaces between existing custom applications and the Oracle AP and GL modules. Also responsible for the System Administrator functions to register the interface modules and collect them into coordinated Request Sets, and the preparation of both technical and user documentation.

Played lead role in planning, coordinating and successfully executing the migration of the Oracle applications from Version 10.5 to Version 10.7, and recognized specifically by management as being principally responsible for the success of the Version 10.7 upgrade.
