As Vice President of Environmental Affairs, M. Cook worked with closely with upper management and mine management and was responsible for overseeing environmental compliance, permitting, and reclamation activities across Massey Energy. Mr. Cook was actively involved in assuring compliance with various state and federal regulations at Massey Energy coal mining facilities across the Appalachian region, as well as being heavily involved in permitting new reserves and negotiating permits with state and federal regulators. This included working closely with technical and legal staff to develop and defend permits and build strategic plans while coordinating closely with operations personnel in designing and implementing an environmental management system to improve compliance and increase efficiency. Additional duties include due diligence of acquisitions, serve as company and industry representative on various industry associations, reclamation liability studies, negotiations, implementation of new technologies, development and dissemination of new polices and procedures.

As Manager of Environmental Engineering, Mr. Cook was responsible for all phases permit development and maintenance as well as environmental compliance for two Massey Energy resource groups. Duties included oversight and management of permits to mine coal as required under various state and federal law, strategic planning of future operations, environmental compliance issues, water treatment, environmental audits, collaboration with various state and federal agencies, capital budgeting, oversight and daily management of capital projects, and supervision of subordinates and contractors. Additionally, Mr. Cook supported defense of permits, in conjunction with internal and external counsel, for compliance with the Surface Mining Control and Reclamation Act (SMCRA), the West Virginia Surface Mining Reclamation Rule, West Virginia Surface Mining Control and Reclamation Act and US Army Corps of Engineers 404 permits. Mr. Cook planed, organized, and supervised multiple concurrent projects as well as assisted in planning and supervising the work of subordinates and technical staff.

As the lead geologist in the region and team leader, Mr. Cook was responsible for all phases of the permit review process that pertains to geologic, hydrologic, and/or environmental compliance issues. Duties included collection and interpretation of geologic and hydrologic data, drawing independent conclusions, and preparing Cumulative Hydrologic Impact Assessments for proposed mining operations. Additionally, he recommend approval or denial of permits based on findings in accordance with the Surface Mining Control and Reclamation Act (SMCRA), the West Virginia Surface Mining Reclamation Rule, and West Virginia Surface Mining Control and Reclamation Act. Mr.Cook regularly interpreted regulation and commented on proposed policy and actively collaborated with other governmental agencies as well as external entities.

Primary duties included GIS-based modeling of coal bearing strata and mined areas throughout West Virginia. As a startup project mandated by the West Virginia State Legislature, Mr. Cook worked collaboratively with other geologists and GIS analysts through years of intense programmatic development. Secondary duties included stratigraphic research, coal sampling, regional correlation verification, paleobotanical collection, interagency and external collaboration, and public outreach.
