Performs site management responsibilities required to sustain the performance of Wideband Satellite Communications (SATCOM) Operations and Technical Support (WSOTS) systems to ensure compliance contract requirements in the areas of system maintainability; technical and engineering support; supply management support; and maintenance, repair, and overhaul support. Manages contractor personnel. Directs, monitors, and reviews all contract performance on site and ensures no personal services or out of scope work is performed. Assists and acts as primary contract technical liaison with contractor technical experts, representatives of other contractors, and US Government personnel as directed by the Contracting Officer’s Representative (COR), site Contracting Officer Technical Representative (COTR), or other personnel designated by the COR. Ensures quality, performance, implementation, testing, recommendations for improvement, test, analysis, and reporting compliance. Ensures equipment and services function properly to meet mission requirements. Performs Information Technology (IT) Management Specialist (IMS) and other functions as a working manager.

I act as the domain administrator for the unit's organizational unit (OU) and manage all user accounts. I interact with the customer on all levels to help resolve IT-related issues and provide answers in a timely manner. I oversee troubleshooting, systems backups, archiving, and disaster recovery and provide expert support when necessary. I provide liaison with customer to ensure maximum availability of systems for mission use. I perform system equipment troubleshooting, preventive maintenance, system backups, and configuration control. I implement network security at the local level as established by the Director of Information Management.I assist with the operation and maintenance of the communications systems on a telecommunications site. I assist in the establishment of procedures for logging system events to maintain a proper liaison with customer. I performed preventative and corrective maintenance of all satellite command and control systems and associated subsystems covered under the DOCS4 contract to ensure maximum availability at; Provided equipment training and technical assistance to the customer, and assisted in satellite network and payload configuration and anomaly analysis and resolution. Performed scheduled system and database backups in a timely manner to minimize system downtime. Consulted with external organizations for help in resolving problems with various subsystems. Coordinated and implemented a periodical calibration schedule for test equipment to include spectrum analyzers, signal generators, and power meters. Served as one of 5 Operations NCO's world wide at a Wide band Satellite Operations Center (WSOC), providing 24/7 command and control of the Defense Satellite Communications Subsystem (DSCS), and Global Broadcast System (GBS). I provided supervision and guidance to all assigned soldiers in all aspects of payload and platform control. I was the focal point for all operational matters related to the network and payload control functions of two DSCS satellites. Coordinated Defense Satellite Communications System Operations Center (DSCSOC) operations with the Senior DSCS Controller (SDC), Global Satellite Communications (SATCOM) Support Center (GSSC), Global Network Operations and Security Center (GNOSC), Regional SATCOM Support Center (RSSC), Regional Network Operations and Security Center (RNOSC), and the DSCS Network Management Office (DSCS NMO).Assisted all assigned personnel with Electromagnetic Interference (EMI) understanding, troubleshooting, resolution, and all associated paperwork required by Joint Staff, US Strategic Command (USSTRATCOM), and other elements as required. The instruction included theory of operation and maintenance of traveling wave tube amplifiers, frequency converters, parametric amplifiers, modems, computer controlled satellite access equipment, antenna servo/drive assemblies, and automated test equipment.Developed effective instructor guides for the AN/GSC-39B and AN/FSC-78B (HT/MT) earth terminals and course lesson plans for the AN/GSC-51 (V) 5 DSCS FDMA Control Subsystem.

Managed and supervised 10 technicians at an AN/GSC-39(B) dual medium satellite communications earth terminal and associated base-band equipment. Engineered, installed, and tested various on-site equipment and circuits. This includes the following equipment: TWT power amplifiers, frequency conversion equipment, frequency converter interface equipment, digital communications subsystem devices, antenna servo drive systems, hydraulic and pneumatic devices, spread spectrum multiple access equipment, Ground Mobile Forces (GMF) Standardized Tactical Entry Point (STEP) communications equipment, Switch Multiplexer Unit (SMU), DSCS FDMA Control Subsystem (DFCS), Test Maintenance and Diagnostic Equipment (TMDE) operation and usage, cable fabrication, and schematic diagram analysis. Implement Telecommunications Service Orders (TSO's) in support of the Pacific portion of the Defense Communications System (DCS).This work utilizes automated test equipment to include spectrum analyzers, oscilloscopes, voltmeters, scalar network analyzers, personal computers, and test software (proprietary to the AN/GSC-39B Earth Terminal).
