 Identify key delivery system reforms included in the Affordable Care Act that most impact the device industry and prepare analysis of threats and opportunities for corporate CEO. Analyze percent of health care costs attributed to medical devices as well as level of private sector investment in device manufacturing companies for leading device trade association. Prepare narrative to accurately illustrate the amount of health care spending on medical devices as well as the profitability of the industry as a whole.

Responsibilities include providing strategic counsel to Corporate CEO of large International Health Care Company on federal legislative issues before the Congress and the Department of Health and Human Services. Educate business units and State Government Affairs Department through presentations and writing articles in company newsletters on impact of major legislation such as Patient Protection and Accordable Care Act of 2010. Lead lobbyist on Medicare Part B and Medicaid reimbursement issues. Top liaison to House Republican Member sand offices including Leadership and Committee offices. Work closely on strategy and policy with Health Care Leadership Council, a trade association comprised of CEOs from all sectors of our health care delivery system. Specific examples include:Lobbied Committee staff for changes to legislation impacting sales and marketing that was included in the Patient Protection and Affordable care Act.Developed and presented federal legislative strategy to corporate CEO and senior management on reauthorization of the 2007 Prescription Drug User Fee Act (PDUFA) legislation and related drug safety initiatives. Responsible for assembling and managing Novartis' internal global PDUFA working groups to formulate and represent company position on Capitol Hill, to trade associations and to third party organizations. Initiated and lead Novartis Part B Reimbursement Council to identify reimbursement issues impacting Novartis. Prepare Corporate CEO for visits to Capitol Hill through briefing books and in person meetings and accompany him on meetings with key GOP Leaders.Novartis lead to House GOP Leadership and "Young Guns" Program.Successfully lobbied Centers for Medicare and Medicaid Services (CMS) to increase reimbursement for Novartis treatment for macular degeneration.

Advised multiple health care clients including Johnson & Johnson, Medtronic, Biogen, Aventis, U.S. Oncology and others on federal legislative and regulatory issues. Visited corporate headquarters of several clients to advise senior management on legislative strategy on sensitive company issues. Developed strategy and successfully lobbied CMS on critical reimbursement issue for Biogen.

Developed and analyzed Medicare, Medicaid and State Health Insurance Program policies for Chairman of the Committee. Staffed negotiations between the House, the Senate and the White House on the Balanced Budget Refinement Act signed into law in November, 1999. Developed legislation to address adding a prescription drug benefit to the Medicare program and managed care reform. Prepared and staffed hearings for Members of Health and Environment Subcommittee. Spoke frequently on behalf of Committee at forums on health care issues.

Developed health policy and analyzed legislative and regulatory issues and their impact on health care delivery systems for membership comprised of large multi-specialty group practices and Independent Practice Associations. Wrote articles for Executive News Service, a monthly association publication, and quarterly for Group Practice Journal, a monthly national medical trade association.
