Tom Gustafson is a Senior Health Policy Advisor with the Washington office of Arnold & Porter, an international law firm. In this capacity, he counsels clients about Medicare reimbursement issues and on health policy generally.

I advised clients on reimbursement and health policy issues.

In 2003, Tom became deputy director of CMM, where he supervised the development of coding and payment policies affecting approximately $300 billion in Medicare spending on hospitals, physicians, nursing facilities, home health agencies and other providers. He also oversaw a sweeping reform, intended to improve accountability and efficiency, of Medicare’s administrative structure for paying claims.

Responsible for setting payment policies governing $165 billion in Medicare spending for acute care services.

Assisted in directing a major intramural and extramural ($45 million/year) program of research and demonstrations on health care financing and related issues.

Assisted senior staff in formulation of policy related to Medicare and Medicaid. Directed formulation of agency's annual legislative program. Assisted Congressional staff with development of legislation. Conducted and directed short and medium-term policy analysis projects. Supervised hearing preparation and congressional and inter-governmental affairs activities.

Responsibilities included management of research program on retirement related issues (budget over $1 million), conducting research on labor supply and related ques¬tions, and performing policy analysis on social security and other retirement and welfare programs. Other duties included policy analysis, program design, and cost estimation for welfare reform initiatives.

Ph.D., Economics

Ph.D. studies concentrated in labor economics, industrial organization, and public finance.

Enrolled in Bachelor of Divinity program during tenure of Rockefeller Brothers Fellowship (for a trial year in divinity school).
