Lead the Rhode Island public health COVID response team and serve as a key advisor for the Governor’s whole of government COVID response and recovery effort. Lead an interagency team in excess of 500 colleagues that manage the COVID response through public health surveillance, data and analytics, communications and community engagement, designing and operationalizing public health interventions, and properly resourcing the response in coordination with local, state and federal partners

Served as the primary advisor to the Rhode Island Commissioner of Education and led the department staff to develop education policy and implement state-wide initiatives to improve education outcomes for all Rhode Island students. Directly supervised the COVID-19 response, communications, community engagement, legislative affairs, and intragovernmental coordination.• Selected by Governor Raimondo to lead and develop a comprehensive strategy that led the nation in safely returning Rhode Island students to school during the COVID-19 pandemic. Successfully returned over two-thirds of Rhode Island students to in person instruction and maintained schools as one of the most COVID-19 resilient settings in the state.• Led the development of a comprehensive five year strategic plan for reimagining education in Rhode Island to significantly improve student outcomes. Worked with stakeholders for buy in and approval. • Led the transformation of the Rhode Island Department of Education, during the COVID-19 pandemic and an austere budget environment, to position the agency to effectively deliver on a comprehensive strategy while also remaining responsive to the dynamic needs of students, faculty, and staff in Rhode Island’s schools.

Lead a cross-functional team of eight and partner with executive stakeholders across CVS Health to improve customer health outcomes and business operations, develop strategies to sustain a disruptive competitive advantage in the market, lead solution design, and accountable for execution and outcome delivery. • Developed and lead an enterprise wide, multi-year strategy transforming the CVS PBM customer experience to deliver improved health outcomes and value for PBM members while improving the CVS Health Customer Care cost position by 50% ($130M EBIT by 2022). • In the first 5 months identified opportunities and led cross-functional teams to deliver in excess of $6M EBIT value across mail order pharmacy operations, marketing and member engagement, PBM products, and customer care operations. Delivered an incremental $55M in savings in 2019 and currently on track to deliver an additional $31M in 2020.• Lead a multi-faceted digital and information technology program to transform the enterprise data architecture, unlock new and intelligent digital self-service solutions, and integrate emerging technology to simplify customers’ complex health care journeys and deliver disruptive innovation in the healthcare space.

Mentor and develop 63 Soldiers, two intelligence analysts, and tactically employ a cavalry troop of seven AH-64D Apaches and a forward support medical team of three HH-60A+ Blackhawks. Lead all attack, reconnaissance, security, and medical evacuation aviation operations in direct support of a United States Marine Corps (USMC) task force and the local Afghan National Defense Security forces in Helmand Province, Afghanistan.

Planned and coordinated combined arms and joint operations across the battlefield. Developed and managed the unit training plan for the Combat Aviation Brigade (CAB). Led a team of seven project managers to manage ongoing operations while concurrently planning future operations.

Managed a 60,500 hour annual flying program, associated ammunition budget, and $28M aerial gunnery range complex in support of 13 aviation courses as well as all U.S. Army and International Partners' AH-64D/E Apache and UH-72A Lakota helicopter initial entry and advanced training. Developed a comprehensive unit training plan to ensure over 200 military and civilian instructor pilots were proficient in key collective and mission essential tasks. Led a team of six project managers and 10 flight operations personnel to manage current operations, flight training, and develop long term programs and projects.

Led a team of 17 senior consultants to evaluate, assess, and assist Active and Reserve Component aviation standardization and training programs worldwide. During the aviation restructure initiative, assisted in development of organizational structure and future strategy for employment of Army aviation in support of Unified Land Operations.

In combat, led, trained, and mentored, 107 Soldiers and 40 civilians. Responsible for maintenance, production control, and quality control of twelve AH-64D Apaches, seven CH-47F Chinooks, six UH-60A+ Blackhawks, and four RQ-7B Shadows. Responsible for downed aircraft recovery and airfield defense at Forward Operating Base Salerno, Afghanistan.

In combat, led, trained, and mentored, 107 Soldiers and 40 civilians. In combat, responsible for the leadership, training, welfare, and tactical employment of an air cavalry platoon consisting of five OH-58D Kiowa Warrior helicopters, ten warrant officers, three non-commissioned officers, and four Soldiers. Directly responsible for aircraft and equipment valued in excess of $30M

In combat, directed all personal and physical security, scheduling, official finances, travel arrangements, future operations, speaking engagements, and battlefield circulation to units in the field. Drafted all correspondence and speeches. Served as liaison with the Chief of Staff’s office, Division Staff, Combined Joint Task Force Staff, Garrison Command, Brigade Combat Teams, and other governmental agencies. Led, trained, and professionally developed one personal security officer and one Soldier.

Planned and directed tactical employment and sustainment of the company during operations, and maintained serviceability and accountability for all company property in excess of $28.5M. Directly supervised 12 Soldiers and performed additional duties as the company movement officer during deployment operations. Assumed command in the company commander’s absence.

In combat, led, trained, tactically employed, and professionally developed 18 Soldiers and maintained over $5M of weapons and equipment. Trained and partnered with an Iraqi army company of over 100 Soldiers with primary responsibility for a town and its sphere of influence in Eastern Diyala Province.
