Duties:Oversees bridge designs and repairs; contracts and directs professional engineers, designers, and draftsmen in the preparation of plan estimates and specifications for the construction of County bridges and related structures.Develops and oversees the development of project objectives, scopes of work, cost estimates, design schedules, and implementation strategies for the completion of bridge related capital improvements. Confers and coordinates the design work with surveys and the construction division and makes field inspections of proposed locations or relocations of structures.Supervises the work activities of personnel within the Bridge Engineering section, approving timesheets and leave requests, and conducting periodic performance reviews. Reviews, approves, and monitors all work performed by consultants or contractors on County bridge projects. Review overload permits for vehicles above the legal load limit. Review utilities on County-owned structures.Coordinates bridge repair work as necessary to be performed by “in-house” County personnel (work orders) or on-demand bridge repair contracts.Fosters inter-agency cooperation and coordination with organizations such as PennDOT, the Federal Highway Administration, and local governments and elected officials. Oversees the County’s National Bridge Inspection Standards (NBIS) and Non-NBIS inspection programs through Consultant Inspection Staff and ensures any findings are addressed appropriately and timely. Perform QA/QC checks on all products from the Bridge Engineering section, including bid packages, agreements, design submissions (e.g. TS&L, Line and Grade, Design Field View, etc.), work orders, invoicing and any other items that further the Department’s mission. Participates in the pre-qualification and Consultant Selection processes for County bridge projects.Confers with representatives of public and private agencies, contractors, engineers, and others concerning problems that arise.

This includes responsibility for the office, hiring and firing of employees in consultation with the President, securing and deploying company resources to achieve profitable ends. Project Manager, providing construction management services for this project. Responsibilities included managing SR0043, Section 52E which qualified as the largest single contract awarded by the PTC. This section was completed on schedule, within budget and had no claims filed. Responsible for managing, supervising, hiring, terminating and training a staff of fourteen professional, technical and clerical employees – ensuring all phases of construction met the specifications outlined in the contract. Project Engineer for the Bridge Division, Department of Engineering and Construction, supervised and directed professional, technical and clerical employees in the engineering design and construction management complex, multi-discipline capital projects. Ensured that all phases were performed in accordance with established policies, procedures, rules, regulations and schedules. I also evaluated work and supervised assigned personnel, providing training and technical assistance as needed. I implemented and managed a quality assurance program and provided maximum convenience to the public and safety of employees in accordance with established policies.

Working as a civil engineer, I was responsible for the completion of a multitude of tasks ranging from preliminary design to final design of highway and bridge projects, plan and specification reviews, quantity calculations, schedule development, cost estimates, rehabilitation and maintenance/repair reviews. I was also involved in construction management on projects which involved on-site management of highway and bridge projects, ranging from $8 million to $26 million in construction costs. I conducted bridge safety inspection as per the National Bridge Inspection Standards. Also, I was responsible for supervising construction management staff of ten professional, technical and clerical employees.

Was assigned to the rehabilitation of the Liberty Bridge Project. The project consisted of structural steel repairs to the superstructure and concrete repairs to the substructure, also deck widening, signing, signals, roadway and several other items. The approximate cost of this project was $32 million.
