Served as lead for all financial related matters within the AMPV Project Management Office. AMPV is a $14 billion Army acquisition program, with an annual operating budget of approximately $200 million. My position was designated an Army Key Leadership Position, and in this role I directly managed three functional teams. The Resource Management Team develops, documents, and provides justifications for the program’s funding requirements and then executes the budget in accordance with established metrics. The Cost Estimating and Analysis Team develops and maintains the program’s life cycle cost estimate, supports trade studies, and monitors the program’s progress against affordability targets. The Performance Measurement Team uses Earned Value Management (EVM) to monitor cost and schedule progress of the AMPV prime contractor, validates the contractor’s Performance Measurement Baseline, ensures the contractor’s EVM system is functioning properly, and develops the Project Manager’s Estimate at Complete. Specific accomplishments have included:• As a new program, was responsible for building a team, developing and implementing standard operating procedures, and establishing key metrics for monitoring the program’s progress.• Was instrumental to the successful Department of Defense Milestone B Review through the development of multiple financial related documents that withstood the scrutiny of senior Army leaders.• Ensured that AMPV remained fully funded through the development of well documented and defensible program budgets. • Through the development of proactive performance measurement tools, ensured that AMPV continued to operate within the objectives of its Acquisition Program Baseline.
