I have led large scale projects for Army and Marine Corps clients. These projects have involved the development of life cycle cost estimates in support of Business Case Analyses (BCA) and an Analysis of Alternatives (AoA). The efforts have involved the development of work plans, organization of cross functional teams, assignment and oversight of work, presentation of results to senior Army / Marine Corps / Department of Defense leadership, and writing of formal reports in support of contract requirements.

Served as lead for all financial related matters within the AMPV Project Management Office. AMPV is a $14 billion Army acquisition program, with an annual operating budget of approximately $200 million. My position was designated an Army Key Leadership Position, and in this role I directly managed three functional teams. The Resource Management Team develops, documents, and provides justifications for the program’s funding requirements and then executes the budget in accordance with established metrics. The Cost Estimating and Analysis Team develops and maintains the program’s life cycle cost estimate, supports trade studies, and monitors the program’s progress against affordability targets. The Performance Measurement Team uses Earned Value Management (EVM) to monitor cost and schedule progress of the AMPV prime contractor, validates the contractor’s Performance Measurement Baseline, ensures the contractor’s EVM system is functioning properly, and develops the Project Manager’s Estimate at Complete. Specific accomplishments have included:• As a new program, was responsible for building a team, developing and implementing standard operating procedures, and establishing key metrics for monitoring the program’s progress.• Was instrumental to the successful Department of Defense Milestone B Review through the development of multiple financial related documents that withstood the scrutiny of senior Army leaders.• Ensured that AMPV remained fully funded through the development of well documented and defensible program budgets. • Through the development of proactive performance measurement tools, ensured that AMPV continued to operate within the objectives of its Acquisition Program Baseline.

Served as lead for all financial related matters within the GCV Project Management Office. GCV was a $37 billion Army acquisition program, with an annual operating budget of approximately $400 million. In my position, I directly managed three functional teams. The teams, along with their responsibilities, were the same as those described above. Specific accomplishments included:• Built a team, developed and implemented new processes, and established necessary relationships with senior Army financial managers.• Led the financial related assessments that ensured the successful Department of Defense Milestone A Review.• Developed and implemented a risk-based methodology for assessing the relative affordability of the two competing GCV design.• Provided the insight and analysis that ensured both development teams completed their contract deliveries below their established cost baselines.

Provided functional leadership to a geographically dispersed Business Management Organization of approximately 65 individuals. Specific responsibilities were in the areas of: cost estimating and analysis, resource management, and Earned Value Management. This included supporting Milestone reviews, to include closely working with the Office of the Secretary of Defense (OSD) Cost Analysis and Program Evaluation (CAPE) office. In addition, formulated and managed an extensive affordability management process and oversaw Planning, Programming, Budgeting and Execution System (PPBES) activities for the Program Executive Office. This involved writing white papers and providing other budget related information to congressional staff members, OSD staff, and Army staff. Supervised the development, validation, and analysis of Earned Value Management products for a development contract with a value of approximately $17 billion. Related to this, have extensive experience in project planning products, to include the Integrated Master Plan and the Integrated Master Schedule.

Was the lead for all cost analysis activities for the Future Combat System (FCS) program. In this role, was responsible for cost estimating, cost analysis, cost modeling, economic analysis, and budget formulation. Led the development of the Army Cost Position and was the primary liaison to the OSD Cost Analysis Improvement Group (CAIG) in support of the successful FCS Milestone B review. Supported the evaluation and eventual definitization of the $17 billion FCS development contract. Developed the FCS life cycle cost management plan that included procedures for cost reporting, setting cost targets, and establishing contract incentives. Chaired quarterly cost team meetings that included participation from various Army and Department of Defense organizations.

In this role, was responsible for cost estimating, cost analysis, cost modeling, economic analysis, budget formulation, and life cycle cost management. This included development and implementation of the Crusader Cost as an Independent Variable (CAIV) program. Led cost analysis efforts through two major program milestones and two major program re-structures and served as the cost lead for a major contract modification effort. Was a member of Army CAIV workshops and briefed the process at various symposiums and other forums.

Was a senior cost analyst in the Block III Tank Project Management Office. In this role, was responsible for cost estimating, cost analysis, cost modeling, and economic analysis. Led the project cost estimating efforts through a successful Milestone I review. In addition, supported Abrams, Bradley, and other Army programs by developing cost models and automated tools for generating/documenting cost estimates.
