Duties are to assist the Chief, Business Operations Branch in the review and assessment of the effective of procurement operations. Responsible to revise and analyze proposed procurement actions which may include policy and regulatory waivers, and justification and approvals. Reviews documentation to ensure conformity with acquisition and socio-economical related laws and regulations. Reviews and analyzes completed and proposed procurement actions or plans in order to evaluate their technical effectiveness and degree of compliance with regulations, directives, and good business practices. Reviews requirements with an Independent Government Estimate of over $50M during the Solicitation Review Board (Business Clearance) and the Contract Review Board (Contract Clearance) process. These reviews happen prior to local clearance and prior to routing approvals to the Command level as threshold levels dictate. Track review findings for trend analysis and other training opportunities and develops and presents training to correct the trends and findings. Interprets regulations and provide guidance to conflicting regulatory procedures. Facilitates communications between Headquarters and the local contracting community.
