Special Attorney Advisor to the Chief of the Mobility Division, Wireless Telecommunications Bureau of the FCC

Manage the Office of Communications Business Opportunities (OCBO). OCBO encourages the full participation of small and diverse businesses in the FCC’s decision-making process and ensures that the Commission adequately considers the impact of its actions, policies and decisions on the competitive interests of these companies. OCBO’s mission is to increase economic opportunities for small and diverse businesses within the current constitutional framework and to develop and evaluate strategies and best practices for creating such opportunities.

Advise the Coalition on issues impacting its 501(c)(3) tax exempt status as well as issues impacting its relationships with its member organizations. Also supervise outside counsel in litigation matters.

Advise and represent clients involved in a myriad of commercial and business disputes, regulatory entanglements in the transportation arena. Also specialize in advising women and minority-owned businesses regarding 8A and disadvantaged business enterprise certification disputes.

Represented the United States in affirmative litigation against states and local jurisdictions for violations of the Voting Rights Act, the National Voter Registration Act, and the Help America Vote Act.
