As the Senior Manager for Financial Strategy and Transformation, Mr. Sims is responsible for leading and managing the strategy in support of finance operations throughout the Laboratory. This involves developing the strategy and goals, modernizing financial processes and systems and managing the resources to achieve those goals.

As the Finance Branch Head, Mr. Sims served as the principal advisor to the Deputy Commandant for Programs and Resources for all finance and disbursing operations paying >$15.3B annually. Responsibilities include leading the community (750+ military and civilian employees) with clear strategic guidance, training, manpower, and enterprise system solutions in order to support deployed and garrison mission requirements while achieving sustainable clean audit opinions.

As Chief of Staff, Mr. Sims served as the principal advisor the Deputy Assistant Secretary for Financial Management Systems responsible for resource sponsorship, governance, resource allocation for $2B financial systems portfolio. Led the development and alignment of organization’s mission, vision, and goals across the four divisions. Oversaw and directed the support services acquisition strategy and contract administration, budgeting, accounting, financial management, administrative support, and operational support to include human capital management, training, security, and information technology assets. Led project management framework and change agent responsibilities for the DON’s modernization, consolidation, and continual optimization of financial management systems.

As Branch Head, Mr. Sims led a diverse staff of 45+ federal employees and contractors as the functional lead and resource sponsor for the department’s Navy Enterprise Resource Planning (Navy ERP), a multi-million dollar program. Established end-to-end lifecycle management of Navy ERP requirements and governance board prioritization across the department’s Functional Activity Managers (FAMs) and operational commands. Developed and recommended requirements for FM data strategy to increase the Navy’s enterprise FM business intelligence capability and capacity.

As Chief, Mr. Sims supervised and managed a financial staff of ~20 employees separated in multiple locations. Managed the department level multi-billion-dollar compliance audit program, audit readiness of financial management systems and reporting functions of the Department’s conferences, temporary duty travel, permanent change of station travel, and purchase, fleet, and travel charge card programs. VA’s Portfolio Program Manager for: 1) Conference Oversight and Reporting Knowledgebase (CORK) - the Department’s integrated financial reporting system for conferences; 2) SAP Concur - commercial electronic travel system that manages over $200M, annually, in temporary duty travel.

As the Finance Officer, supervised and managed a staff of ~85 employees full range of manpower and financial management functions that support commands geographically spread throughout the globe. Managed the accurate and timely processing of disbursements for 19K Marines and 8.5K Federal Service civilian employees using integrated DOD financial management and accounting systems.
