• Serve as a Subject Matter Expert for MASINT to the office of Technical Collections & Special Programs; Office of the Under Secretary of Defense: Intelligence. • Provide specialized Intelligence and MASINT analytic expertise and counsel to senior-level clients in the Office of the Under Secretary of Defense for Intelligence (USD(I)). Collects, prepare, organize, and lead analysis of ISR and MASINT information and systems; report on and/or brief results of analysis to clients and provide expertise to senior-level clients on recommended alternatives.• Lead the development of key management sections and analytic elements in respective area of business expertise Intelligence and MASINT senior-level analyst in direct support of USD(I), Director for Defense Intelligence, Technical Collection & Special Programs.• Serve a key Intelligence/MASINT analyst and action officer on the MASINT, GEOINT, and Special Programs Team, providing policy advice, staffing support, and analysis of Intelligence and MASINT systems and capabilities.• Develop MASINT performance measures and an oversight program for the Enterprise.• Prepare correspondence and provide counsel to OUSD(I) offices on Intelligence and MASINT operations.

• Function as SETA contract representative for the Intelligence Surveillance Reconnaissance Program Management Office (ISRPMO), NSA.• Air Capability Portfolio Manager; manage financial distribution, expenditure and procurement efforts for intelligence projects.• Air Capability Analyst; manage funding efforts for maritime projects being supported by the ISRPMO.• Maintain Portfolio Management of Service (Army, Navy, Air Force, Marine, SOCOM, COCOM, and National Agency airborne programs for record that apply SIGINT technology and Capabilities to the warfighter.• Review, authorize, and provide oversight and management of RDT&E projects that specifically address a vetted need or requirement identified by a Service or COCOM. • Ensure that projects and initiatives remain within the Collection and Operations, Mission Management, Analysis and Production, Dissemination, Processing and Exploitation areas of SIGINT• Review, determine and authorize funding lines for approved projects and initiatives • Provide oversight and coordination with project managers for established project benchmarks, deliverables, and timelines. • Participate in review, validation, and approval of project deliverables and final reports. • Ensure transition of successful projects from RDT&E to fully operational status within specified service and/or COCOM.

•Provides technical content to the ME360 mission, an Oracle Data Base and integrated HTML/JAVA portal to provide storage, management, analytics, and retrieval of Non Imagery MASINT related information that includes national, strategic and operational level traceability, core MASINT capabilities, performance requirements and their related systems and programs•Provides ad-hoc, mission thread specific SME support to thread development and analysis•Maintains reports and document complex processes for the MASINT TCPED.•Identify and maintain interdependencies and associations between non imagery MASINT functional capabilities for Ballistic Missile Technical Collection (BMTC), Weapons of Mass Destruction (WMD) and Directed Energy Weapons (DEW), and 12 other Intelligence categories & priorities•Maintains “Sensor/asset – to – exploitation hierarchy dependencies.•Maintains a Thorough understanding of National and Operational non imagery MASINT systems for the collaboration and coordination of assets for collection•Maintain and coordinate MASINT requirements, tasking, collection process, exploitation and the dissemination systems and interactions•Maintained proficiency of MASINT policy and Research and Development activities•Coordinated community-wide consensus for the collection thresholds and tolerances during collection and processing of MASINT data for Validation of Capabilities.
