LED THE NATIONAL PROGRAM OFFICE FOR THE USMS PRIMARY MISSION protecting the federal judicial process in 94 judicial districts throughout the U.S. and its territories. Established policy and provided oversight, guidance and coordination to the 94 USMS district offices with regard to investigation, analysis and assessment of threats and inappropriate communications directed at 2,200+ federal judges, 5,500+ federal prosecutors, Federal Public Defenders, U.S. Probation Officers and Clerk's Office employees at 400+ federal court facilities nationwide. Provided oversight, guidance and coordination of protective mitigation efforts and counter measures, including protection details for federal judiciary and court family officials, the Deputy Attorney General, Director of the White House Office of National Drug Control Police and other non-judicial government officials as directed by the Attorney General. Ensured delivery of a high standard of service, consistently and effectively, while maintaining strong relationships between the national headquarters, the 94 USMS district offices, federal judiciary, officers and employees of the federal courts, and select Executive Branch officials whose security is within the domain of the USMS. Directed outreach efforts and developed personal security awareness programs and educational products for stakeholders. Provided oversight of collection and analysis of protective intelligence and the production and dissemination of informational/protective intelligence products.

SERVED AS AGENCY SENIOR EXECUTIVE with oversight responsibility for the USMS primary mission to protect the federal judicial process in 94 judicial districts throughout the U.S. and its territories ensuring a safe and secure environment. Provided agency Senior Leadership insight and guidance in strategic planning, tactical execution and risk management to achieve successful outcomes. Led management of the Judicial Facility Security Program of 5,000 contract Court Security Officers and security equipment and systems for all physical and personal security requirements at 440 courthouse facilities. Budget formulation and execution of annual $500+ Million indirect Congressional appropriation received from the Administrative Office of the U.S. Courts. Ensured delivery of a high standard of service, consistently and effectively, while maintaining strong relationships between the national headquarters, the 94 USMS district offices, federal judiciary, Executive Branch officials and members of Congress. Led effective collaboration with key stakeholders represented by the Judicial Conference Committee on Judicial Security in furtherance of the USMS judicial security mission.

SERVED AS US MARSHALS SERVICE SENIOR EXECUTIVE and principal advisor to the Associate Director for Operations on all matters relating to National Program Offices (Office of Crisis Services, Office of Emergency Management, Office of Security Programs, Office of Strategic Technology, Special Operations Group, and Strategic National Stockpile Security Operations) within the Tactical Operations Division. Led oversight for several law enforcement, security and emergency management programs to meet the USMS missions while responding to national emergencies and crises involving Homeland Security. Led successful internal USMS Compliance Review HQ division audit (March, 2014) resulting in highest performance for HQ division on record. Led Tactical Operations Division’s successful Quarterly Performance Review with agency Leadership; detailing external and internal performance measures, strategic plan initiatives progress, and budget execution and formulation.

PROVIDED LEADERSHIP, OVERSIGHT AND ACCOUNTABILITY for the Witness Security Division (WSD) as Chief Operations Officer responsible for management of all facets of the world renowned Witness Security Program. Liaised effectively with all levels of leadership in USMS and Department of Justice (DOJ) and other Executive Branch government officials as well as Congressional Committees, and fostering effective relationships with internal and external stakeholders. Served as Acting Assistant Director, May–August 2010.Skillfully identified/analyzed Program’s needs and planned division’s strategy to address them. Led effort to re-establish Witness Security as a standalone Division; improved structure, staffing retention and morale; and reduced costs; built strategic alliances. Established positions of Chief, Headquarters Operations, and Chief, Field Operations; recruited and hired quality candidates. Partnered with Human Resources to effectively recruit, select, supervise and train staff.Planned and executed budgets totaling $42 million. Directed audits, procurement and contracting actions in furtherance of national Witness Security Program operations. Used advanced technology effectively to mitigate risks and to advance all program goals. Development of Case Management Information system operating on classified (Secret) network. Analyzed and evaluated intelligence reports to determine implications. Developed innovative covert operations/tradecraft techniques and practices. Moderated 3 International Symposiums on Witness Security, 100+ participants each, from 30-35 countries (2007–2009); considered a leading world expert in field of Witness Security.

Managed Witness Security Program operations for Northeast Region of United Statescovering New York/New Jersey Metropolitan area and New England states, supervising up to 15 subordinate Criminal Investigators. Developed specialized training programs for Witness Security Specialists and USMS personnel.  Notable Case: Led 12-inspector team in challenging high profile case with intense media scrutiny. Successfully produced protected prisoner witness in a terror-related trial in London, England; mission completed over six weeks; involved two trips to England in collaboration with UK law enforcement.
