Serves as the Sustainment Program Evaluation Group (SS PEG) Executive and Resource Management Officer for the G48 Directorate responsible for building the POM for the SS PEG. Understands, articulates, and executes all aspect of the Planning, Programming, Budgeting, and Execution (PPBE) phases for SS PEG, which allows forward planning and strategy development using data analytics, historical financial analysis, and operational risk.- Oversees the management of 97 Program (MDEPs) with an overall Total Obligation Authority of over $55.6B across the Five Fiscal Years - FYDP. Develops, coordinates, and implements overarching guidance for the PPBE process and financial management activities for the SS PEG and provides recommendations on resourcing decisions to the SS PEG Co-Chairs and HQDA G4 leadership.- Articulates and interprets guidance and policies disseminated by Army Senior Leaders, Army Staff Directorates, Office of Secretary of Defense (OSD), Office Management and Budget (OMB), and Congress. Reviews and prepares narratives and justification to support the Justification Books (J-Books) submission to OSD and OMB that supports the Budget Estimation Submission (BES).- Utilizes multiple data analytics and predictive tools and systems of financial management data and information to made resource informed decisions and recommendations to leadership and stakeholders.

Responsible for directing, communicating and implementing the company’s strategic goals to a staff of 55 employees, both Korean National and U.S. Expats. Managed all projects assigned to the organizational unit and influences the development of objectives and long-range goals of the organization. Developed and administered budgets, schedules, performance standards, and to grow the business in Korea and the region, with goals and targets for each line of business. - Served as functional lead and principal executive in multiple areas for various business lines, including the KAOIC Project ($54M contract award), design projects ($15M annually), and other project management services and surveys ($6M annually). - Established a legal business entity for Jacobs in South Korea, Jacobs Korea Limited (JKL). This legal entity allows Jacobs to hire local Korean National employees and pursue opportunities with Korean partners and work of SOFA contracts with the U.S. Federal government. Grew the size of the Korea organization over 200% in the last year. Ensures compliance with Korean and Jacobs HR policies and directives, Payroll compliance, and other Korean Labor and Tax Laws. - Conducted monthly financial reviews with senior leadership and Project Managers to ensure we are on plan to deliver our Gross Margin. Assess the financial health of each project and tracks the billable hours / rates and percentages on a weekly basis, which equates to a $9M annual payroll requirement and another $2.5M in other direct costs (ODCs).

Division Chief responsible for providing strategic, operational, and tactical expertise in program management for the $10.7B Korea transformation and restationing initiatives; development of 655 new facilities and the relocation of over 33,000 personnel from the Seoul Metropolitan area to installations south of the Han River, primarily USAG Humphreys. Frequently adjusts focus and priorities from macro to micro while supporting a broad spectrum of customers and stakeholders, including Korean government officials and businesses.- Program Manager responsible for all post construction activities (outfitting of facilities to include C4I, relocation/restationing of organizations) through the management of 20+ personnel to include two different contracts valued at over $4.5M annually.- Lead negotiator responsible for negotiating U.S. requirements valued at over $450M, with the Korea Ministry of National Defense and Korean conglomerate businesses: ensuring compliance with the laws, statues, and regulations of both governments. Developed the framework and negotiated the funding vehicle for the USFK Operations Center and Phase III secure compartmented information facilities (SCIFs).- Continuously deemed the “trusted agent” by multiple 4- and 3-Star General Officers, both U.S. and Korean, to provide sound advice and judgement on the program and resourcing issues. Thereby, enabling well-informed internal and bilateral decisions.
