Director for Plans, Analysis, Integration Office, Carlisle Barracks, PA . Directs and influences a staff consisting of 16 Directors and department heads. Our office performs mission, task, and performance related analysis using many systems. We conduct independent research and evaluation of procedures and performance measures. We create proposals and action plans affecting the installation and higher headquarters. We provide real time guidance and assessments to senior leaders both military and civilian. Plans and executes Installation Planning Board with primary duties in development of complex plans and program execution responsibilities in support of the Commander. We performs research, develop data and prepares detailed studies of facilities, special projects, briefing, reports and other miscellaneous material on a variety of subjects relative to the integration on the Garrison Strategic Plan. We plan defining strategy, direction, and make decisions on allocating its resources to pursue this strategy. Included is the human capital management plan. We conduct SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats ) and PEST analysis (Political, Economic, Social, and Technological analysis) or STEER analysis involving Socio-cultural, Technological, Economic, Ecological, and Regulatory factors and EPISTEL (Environment, Political, Informatic, Social, Technological, Economic and Legal) ;Provides advice and recommendations to supervisor regarding long range plans changes and/or implementation; Performs research, collection of data, correlation of statistics, formal/informal coordination management/future development/monitor with internal/external garrison directorates and support agencies in implementing selected programs.

Developed and walked through to approval three multi-million dollar contract vehicles to secure funding for continued operations. Analyzes the employment of systems associated with Joint Fires and Effects Training System (JFETS); ensures the intergration of all Command, Control, Computers, Communications and Intelligence (C4I) linked systems. Also ensures all legal contractual obligations are being met by the contracted organization and government agencies. Analyzes data and produces analytical reports i.e. financial and work utilization; works with government officials to satisfy all requirements. Assists in procuring and ensures that any new business leads are sent to the business manager and conducts follow up analysis as requested.

Served as a Senior Army leader for 21 years to include Operation Enduring Freedom (OEF VIII). Supervised operations of 12 LCMR, 8 UTAMS and 6 Q36/Q37 RADAR systems and controlled logistics for over $300 million dollars worth of parts and equipment across the the Afghanistan battlefield. Also responsibile for an Infantry unit patrolling the Pakistan/Afghanistan Border and the welfare and life support of 150 Army Soldiers. Able to make quick and sound decisions.
